Deloitte is seeking qualified candidates to serve as short-term Health Workforce Situational Analysis Experts (with various levels of effort) under the USAID Health Reform Support.

  1. Project Background and Summary:

The purpose of the USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.
  1. Objective:

Health Workforce Strengthening Expert shall provide short-term technical support for activities related to conducting the situational analysis.

  1. Responsibilities:

The responsibilities of the Health Workforce Situational Analysis Expert will include but will not be limited to the following:

The purpose of the situational analysis:

  • document and desribe the current status of health workforce
  • identify priority needs
  • assess capacity required for making changes in health workforce

Such analysis is expected to include the assessment of financial, academic and management systems, as well as the political context in the field of health workforce[1]. In addition, the analysis is to cover the following stages of the health workforce development[2]: entry / training, performance support / improvement and exit. The above described requirements to situational analysis apply to both doctors and nurses, as well as non-medical workers (psychologists, social workers and other) and administrative/management staff who are nevertheless integral part of health workforce.

Situational analysis is expected to highlight the following issues:

  • Healthworkforce quantitative data analysis:
    • density of human resources by doctors, nurses, administrative staff, others;
    • distribution of human resources by geography, qualifications and skill sets (doctors / nurses), gender, age and sectors (public, municipal, private).
  • Entry / training
    • System of education of nurses in Ukraine, quality of training, certification of nurses (this will contribute to an already existing analysis of medical education of physicians);
    • Training for health management staff for all levels of the facility management, including chief nurses, heads of departments;
    • Continuous professional development for doctors, nurses, managers;
    • Workload and workforce projections, criteria and planning for the recruitment of human resources;
    • Comparative analysis of Qualifications and competencies requirements versus job descriptions;
    • Mechanisms of recruitment of staff to the facilities.
  • Performance support / improvement:
    • Talent management functions and the degree of utilization of talent-focused approach vs. traditional “HR” approach focused on routine clerical work;
    • Role of professional associations in the HRH development;
    • The level of utilization of key performance indicators for non-medical workers (e.g., health managers of different levels) as well medical workers;
    • Rational and efficient utilization of human resources, including personnel’s workload;
    • Salaries and remunerations, financial and non-financial incentives for health workers in rural areas and other settings (e.g., personnel providing HIV services etc.);
    • Creating an enabling institutional environment (working conditions, equipment) and institutional support in facilities;
    • HR information system (accuracy of information in the system, level of disaggregation of data in the system, coverage and scope of collected HRH data);
  • Exit of human resources
    • attractiveness of the occupation;
    • staff turnover;
    • migration;
    • workplace safety and health hazards;
  • Quality and performance of personnel
    • utilization of modern technologies;
    • mis-/match between health workforce availability and competences and the current needs of the population;
    • client satisfaction with health services.

It is anticipated that these areas for analysis will take into account the specificity of each level of care (primary, secondary and tertiary), as well as the context of health reform. All information is expected to be thoroughly analyzed and presented in a well-structured manner to inform evidence-based conclusions and recommendations.

Methodology

Situational analysis requires an access to and review of various data, specifically, available MOH documents, databases, research findings, statistics, existing reports of organizations and projects that are related to human resources for health, as well as review of other documents (relevant plans, reports, procedures), case studies, and interviews with key informants at the national and regional levels.

  1. Minimum qualification requirements:
  • No less than five years of demonstrated professional experience in health workforce strengthening or other related field
  • Master’s Degree in health, education, political science or relevant subject
  • In-depth understanding of Ukraine’s health system and reform concepts
  • Excellent analytical skills
  • Excellent writing skills in Ukrainian
  • Experience of engaging diverse stakeholders, including government representatives, civil society activists, think tanks, NGOs for policy development purposes
  • Ability to work in politically-sensitive and fast-paced environment
  • Excellent interpersonal communication and organizational skills
  • Advanced English proficiency will be strongly preferred
  1. Expected period of performance and workload:

The expected period of performance for the position will be from January 10, 2019 to June 30, 2019.
