Deloitte is seeking resumes for qualified candidates to serve as HR Expert on developing salary incentive models in healthcare facilities supporting the USAID Health Reform Support project. The position will be based in Ukraine.

Period of Performance: ASAP to September 30, 2023

LOE: 75 days

Project Description

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective healthcare system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Russia’s ongoing invasion presents significant challenges to the Ukrainian health care system, and HRS has adjusted activities across all five objectives to respond to the current and future needs of the Government of Ukraine (GOU). 

Background/Objective

The HR Expert on developing salary incentive models in healthcare facilities (HCFs) will provide technical advice and support to the HRS health financing team. All assignments will be coordinated with the HRS team to provide relevant technical assistance on developing salary incentive models and amendments to the collective agreements in HCFs, acting as not-for-profit enterprises (separately for HCFs providing PHC and SHC services). Work tasks will also include applying best international practices to develop salary incentive models and collective agreements in Ukrainian HCFs during the war and post-war periods.

Responsibilities

Duties and responsibilities will include, but will not be limited to, the following:

  • Conduct the analyses of staff collective agreements of the selected HCFs and provide recommendations on developing salary incentive models and collective agreements addressing war and post-war contexts.
  • Analyze the developed overview of international best practices and identify key insights that apply to the Ukrainian context.
  • Develop guidelines for the development of salary incentives based on the principles of transparency and motivation of staff considering international experience, recommendations for inclusion in staff collective agreements addressing war and post-war context.
  • Develop technical documents (presentations, analytical notes, reports, analyses, briefs, training materials, etc.) related to the implementation of the recommended salary models for HCFs that operate as non-profit enterprises addressing war and post-war contexts;
  • Participate in internal and external working meetings.
  • Follow deadlines and regularly communicate with the HRS team. 

Requirements

  • Bachelor’s or Master’s Degree in HR, Management, Law, or a related field.
  • At least three (3) years of work experience in an HR position, HR position in the health area would be a preference.
  • Understanding of labor laws and disciplinary procedures, particularly in healthcare facilities.
  • Experience in preparation of drawing up staffing lists, development of wage systems, systems of material incentives for labor, and participation in developing collective agreements of the enterprise.
  • Excellent interpersonal skills and ability to work collaboratively on a wide range of issues.
  • Excellent organizational skills and ability to manage a complex workload and deadlines.
  • Excellent administration skills, including computing and word processing.
  • High professional language proficiency (Ukrainian).

Report requirements:

The performance report is to be submitted accordingly to the technical assistance provided. The report should include a list of performed activities, main deliverables, and the number of days spent. All the deliverables should be attached to the report as annexes.
