Project Description

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective healthcare system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Russia’s ongoing invasion presents significant challenges to the Ukrainian health care system, and HRS has adjusted activities across all five objectives to respond to the current and future needs of the Government of Ukraine (GOU). 

Background/Objective

The Health Financing Expert on developing salary incentive models in healthcare facilities will provide technical advice and support to the HRS health financing team. All assignments will be coordinated with the HRS team to provide relevant technical assistance regarding wages and collective agreements at the level of healthcare facilities (HCFs), acting as not-for-profit enterprises (separately for HCFs providing PHC and SHC services). The work will also include applying to the national context the selected international approaches for developing and implementing salary incentive models used by healthcare facilities during the war and post-war periods.

Responsibilities

Duties and responsibilities will include, but will not be limited to, the following:

  • Analyze financial and program indicators and staff collective agreements focused on salary issues of the selected HCFs in the selected regions;
  • Develop recommendations on developing salary incentive models for inclusion in staff collective agreements addressing war and post-war contexts;
  • Review the international best practices in the context of designing salary incentives and payment mechanisms to be used by the selected HCFs and identify key insights that apply to the Ukrainian context;
  • Develop recommendations for the salary incentives based on the principles of transparency and staff motivation considering international experience for inclusion in staff collective agreements of HCFs that operate as non-profit enterprises addressing war and post-war context;
  • Develop technical documents (presentations, analytical notes, reports, analyses, briefs, training materials, etc.) related to the implementation of the recommended salary models for HCFs that operate as non-profit enterprises addressing war and post-war contexts;
  • Participate in internal and external meetings;
  • Follow the deadlines and regularly communicate with the HRS team.

 

Requirements

  • Bachelor’s or Master’s Degree in Business Accounting, Management, Financing, Health Financing, Applied Economics, or a related field.
  • At least three (3) years of work experience in a Health Economist position and/or experience in the field of Business Accounting and/or Health Financing Expert.
  • Experience in business economics and financial analysis.
  • Experience in health financing-related areas, including experience in the preparation of financial plans, reports on the implementation of financial plans, drawing up staffing lists, development of wage systems, systems of material incentives for labor, and participation in the development of collective agreements of the enterprise.
  • Strong understanding of the Ukrainian health financing reform.
  • Understanding of labor laws and disciplinary procedures.
  • Excellent interpersonal skills and ability to work collaboratively on a wide range of issues.
  • Excellent organizational skills and ability to manage a complex workload and deadlines.
  • Excellent administration skills, including computing and word processing.
  • High professional language proficiency (Ukrainian). 

Report requirements:

The performance report is to be submitted accordingly to the technical assistance provided. The report should include a list of performed activities, main deliverables, and the number of days spent. All the deliverables should be attached to the report as annexes.
