Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. 

Global Communities is seeking a qualified and experienced Capacity Building Expert USAID Decentralization Offering Better Results and Efficiency (DOBRE) project. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

The Capacity Building Expert will manage capacity development and partnership management related to the program. The Capacity Building Expert will provide cross-cutting technical assistance and will help all other technical units design and implement trainings. The Capacity Building Expert will also liaise with other organizations and entities to gather capacity building materials for updating, sharing and housing. 

RESPONSIBILITIES:  

  • Develop a capacity building implementation plan for each partner Consolidated Community based on their strategic plan;
  • Design and conduct an organizational development assessment and training needs assessment as needed;
  • Develop a baseline of past and current capacity building interventions;
  • Identify capacity building approaches for partner institutions (e.g. RCSOs and LGSOs) to pursue in the short and long term;
  • Provide strategic planning and policy advice to partner institutions;
  • Work with other technical units to design and facilitate capacity building programs for local partners based on identified needs;
  • Report on all training-related activities;
  • Create a training materials development and production system;
  • Monitor and evaluate the impact of program trainings, and use results to update materials and approaches;
  • Develop and maintain relationships with training institutions, professional bodies and other organizations in the decentralization field and gather relevant materials and trainings for adaptation, use and long term storage;
  • Identify and shortlist training specialists to conduct trainings.

KNOWLEDGE, SKILLS, AND ABILITIES 

  • Willing and able to travel to field offices as needed.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.

EDUCATION and/or EXPERIENCE  

  • Advanced degree in public administration, business administration, organizational development, or related area;
  • Minimum of five years’ experience in professional training, management, and capacity building for an NGO;
  • Experience supervising training management and training material production;
  • Strong analytical skills, particularly in the areas of governance, learning, training, and capacity development;
  • Practical experience in staff development and career planning;
  • Practical experience in organizational development;
  • Practical experience in workshop organization and group facilitation;
  • Knowledge of adult learning styles and NGO best practices;
  • Experience designing and delivering training programs for NGOs;
  • Equivalent combination of education and experience.

 LANGUAGE SKILLS  

Must have professional-level English, both written and oral, and fluency in Ukrainian and/or Russian. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.  

WORKING CONDITIONS  

Able to sit at a computer and operate a keyboard, for extended periods of time. Must be able and willing to frequently travel domestically to regional offices and program sites.
