1. Objective(s) and Linkages to Reforms

The Recovery and Reform Support Team (RST) at the Ministry for Development of Communities and Territories of Ukraine (MDCT or Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry`s priorities and relevant donor support.

Priority areas for the RST at the Ministry for Development of Communities and Territories of Ukraine will be:

  • Transport Infrastructure;
  • Municipal Infrastructure;
  • Regional Development and Decentralisation;
  • Digitalisation;
  • Public Administration Reform and Capacity Building;
  • Public Investment Management.

Energy Efficiency Reform is one of the top priorities of the Government of Ukraine and the Ministry. Energy Efficiency sector includes the implementation of the Law of Ukraine “On Energy Efficiency” and the Law of Ukraine “On Energy Efficiency of Buildings”. Implementation of these laws is crucial to increase energy efficiency, reduce energy consumption, address energy poverty and ensure green reconstruction of Ukraine.

Additionally, the implementation of the EU acquis is vital, as it will ensure Ukraine’s adherence to EU legislation and support its aspirations for EU membership.

Such legislative developments require special attention from the Ministry for Development of Communities and Territories of Ukraine in their further implementation.

An Expert on Energy Efficiency will support the implementation of Energy Efficiency Reform at the Ministry, focusing on developing by-laws, and their practical implementation. The Expert will be responsible for supporting the development and implementation of the Law of Ukraine “On Energy Efficiency”, the Law of Ukraine “On Energy Efficiency of Buildings”, the Long-term Strategy for Thermal Modernisation of Buildings until 2050, the National Energy and Climate Plan for the period up to 2030, the Methodology for development of local energy plans, as well as implementation plans and legal secondary acts, and improvement of other legislation related to energy efficiency. The Expert will prepare information and analytical materials, draft presentations, organise events and meetings, etc.

2. Position and Reporting Line

The Expert on Energy Efficiency will be a full-time consultant at the RST and primarily cooperate with the relevant departments of the Ministry.

A highly qualified professional is needed to draft, supervise and support the necessary products (documents) related to the energy efficiency sector.

The Expert will be subordinated to the RST Senior Project Manager on Energy Efficiency.

3. Duration of the Assignment

The consultancy appointment is expected to start in August 2025. Duration of the assignment is subject to the availability of project funding, the consultant’s performance, and the specific requirements of the RST.

4. Main Duties and Responsibilities

The expert is expected to:

  • search and analyse of practical and regulatory barriers on national and local levels to ensure implementation of the Energy Efficiency Reform and provide recommendations to overcome them;
  • consolidate existing practices, rules and regulations while clarifying the best option for implementing the Energy Efficiency Reform;
  • contribute to the drafting and developing policies, legislation and policy measures in energy efficiency, as well as concepts, programs and secondary legislation to implement Energy Efficiency Reform, considering the provisions of the EU legislation related to energy efficiency;
  • provide necessary inputs and support to the inter-governmental working groups in creating an institutional and legal basis for the Energy Efficiency Reform (including implementation of the EU acquis in energy efficiency), interact with state and local authorities representatives, experts, non-governmental and professional organisations in energy efficiency;
  • monitor proposed changes to laws and secondary legislation to be approved by the CMU or the Parliament and evaluate their influence on the Energy Efficiency Reform process, preparation of comments and amendments to such draft laws and secondary legislation;
  • overcome the issues and obstacles encountered during the implementation process and identify and communicate important issues requires supervisors’ decisions;
  • prepare analytical papers, reports, slides for presentations, infographics and other materials on legal issues of the Energy Efficiency Reform;
  • provide advice on other relevant issues as might be required;
  • other responsibilities as assigned by the RST Director and the RST Deputy Director on Municipal Infrastructure.

Expected deliverables:

  • reports and analytical papers on the implementation of energy efficiency legislation, including the Law of Ukraine “On Energy Efficiency” and the Law of Ukraine “On Energy Efficiency of Buildings”;
  • drafted new legislation and/or amendments to existing legislation (including secondary legislation) for implementation of the energy efficiency reform;
  • recommendations on proposed legislative changes and regulatory improvements in the energy efficiency sector;
  • amendments and proposals to improve energy efficiency policies, ensuring alignment with the EU acquis and addressing implementation challenges;
  • contribution to the implementation of the Long-term Strategy for Thermal Modernisation of Buildings until 2050 and the National Energy and Climate Plan for the period up to 2030;
  • developed working plans, roadmaps, strategies, or project plans to advance the Energy Efficiency Reform.

The specified lists of the scope of work, services and expected deliverables can be modified and supplemented on request from the Ministry and in agreement with the EBRD and the EU Delegation to Ukraine.

5. Qualifications, Skills and Experience

5.1 Qualifications and Skills:

  • At least a Master’s degree in Energy, Engineering, Construction, Finance, Law, Economics, Ecology Public Administration or other relevant field;
  • a post-graduate degree in Project Management, Business Administration, Public Administration/Public Affairs, Public Policy is an advantage;
  • good understanding of Energy Efficiency Reform in Ukraine and relevant regulations/legislation;
  • strong analytical, communication and presentation skills;
  • impeccable ethical standards, and outstanding leadership skills;
  • PC literacy in Microsoft software (PowerPoint, Excel, Word, Project), Google Apps (Gmail, Calendar, Google Docs);
  • fluent Ukrainian and English.

5.2 Professional Experience:

  • More than 5 years of general professional experience;
  • preferably 3 years of experience in energy efficiency, energy management, public sector consulting or related areas.

5.3 Other Competencies:

  • Proven knowledge Ukrainian and EU legislation and professional experience in energy efficiency;
  • familiarity with current Ukraine’s reform agenda, good understanding of policy formulation processes and policy dialogues;
  • experience with government entities and their mandate and processes is an asset.

6. Funding Source

The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Slovenia, Sweden, Switzerland, the United Kingdom, the United States and the European Union.

8. Selection Procedure

Following the evaluation of all applications received, selected candidates may be invited to the written tests. Only shortlisted candidates will be invited to the interview.
