Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities is seeking a qualified and experienced Local  Government Service Delivery Specialist for the USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in consolidated communities to effectively manage resources and services that respond to community priorities.

 ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Local Government Service Delivery Specialist will assist local governments’ working with DOBRE in implementing practical steps to achieve tangible improvements in administrative and communal service delivery. The Local Government Service Delivery Specialist will work closely with the Local Government Service Delivery Expert on program design and implementation.

 SPECIFIC RESPONSIBILITIES

• Providing input to program workplan and budgeting as requested;
• Facilitating participatory diagnoses of services by civil society, private sector and local councils;
• Helping prioritize services for improvement among the services provided by the local government;
•   Contributing to the establishment of indicators and standards for improvement in coverage, quality and operational efficiency, including maintenance of services and related infrastructure;
• Aiding in designing interventions aimed at meeting program targets;
• Involving elected officials, managers, community leaders and citizens/youth groups in monitoring implementation;
• Working with grantees and consultants in order to build their capacity for implementing successful service delivery initiatives;
• Coordinate with other technical components to aid cohesion among program interventions;
• Helping communities to elaborate Service Delivery Plans (SDIPs);
• Assisting SDIP Working Groups (WG) to carry, implement and monitor designed SDIP and established service quality feedback mechanisms in community.

 KNOWLEDGE, SKILLS, AND ABILITIES

• Ability to establish strong working relationships with government and local government officials, civic leaders, business people and international donors.
• Experience working with local and central governments.
• Relevant experience in capacity building/training.
• Relevant regional or Ukraine work experience.

EDUCATION and/or EXPERIENCE

• Master’s degree in Public Administration, Municipal Planning and Development or other relevant fields.
• At least 7 years of experience in local government management or related field.
• Successful track record in advising local governments on public service delivery and related issues.

 LANGUAGE SKILLS  

Must have professional-level English, both written and oral. Ukrainian and/or Russian communication skills preferred. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.  

 WORKING CONDITIONS 

Able to sit at a computer and operate a keyboard, for extended periods of time. Must be able and willing to frequently travel domestically to regional offices and program sites.
