Deloitte is seeking a qualified candidate to serve as a Countering Mis-, Dis- and Misinformation (MDM) Consultant for  the USAID Health Reform Support (HRS).

Period of Performance: February 2024 – September 2024

The number of working days: Up to 80 days

Project Description

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Russia’s ongoing invasion presents significant challenges to the Ukrainian health care system, and HRS has adjusted activities across all five objectives to respond to the current and future needs of the Government of Ukraine (GOU).

Background/Objective

MDM Consultant will support HRS in ensuring that the Government of Ukraine (GOU) authorities are aware of health-related MDM in international information spaces and of measures used to counter the dissemination of harmful messages and refute false information. The Countering MDM Consultant will contribute to the monitoring and analyses of MDM narratives in English-language media and prepare texts on countering health-related MDM for the web resources of the Ministry of Health of Ukraine. The Consultant will work jointly with a Ukrainian-American disinformation-monitoring team that prepares monthly reviews of MDM narratives and recommendations to mitigate the impact of MDM in the healthcare sector.

Responsibilities

Duties and responsibilities will include, but will not be limited to, the following:

· Produce content on counteracting MDM for the English page of the Ministry of Health website, two times a month.
· Produce MDM counteracting English language content for MoH social media pages (LinkedIn, Twitter, etc), once a month
· Monitoring of major US media outlets and preparation of ad hoc notifications on the MDM narratives of high importance, when necessary
· Contribute to the monthly reviews of MDM narratives and elaborate recommendations to mitigate the impact of MDM in the healthcare sector.
· Contribute to the fact-checking and strategic communications training, if there is a need.

Requirements

· Extensive knowledge of the international media environment and audiences
· Proven experience in counteracting MDM, preferably in the health and humanitarian sphere
· Experience advising government agencies
· Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, etc.)
· Spoken and written language proficiency in English and Ukrainian is required.
· Strong communication skills
