Executive-level, Full-time staff position

Location: Kyiv, Ukraine

Closing Date: February 11, 2024

Deloitte Consulting LLP, headquartered in Arlington, VA, is currently accepting expressions of interest from qualified candidates for a Chief of Party for an anticipated 5-year, USAID-funded Ukraine New Physical Rehabilitation Activity. The goal of the project is to enhance rehabilitation services in Ukraine within the context of the overall health system reform. The Activity seeks to restore health services and create new infrastructure, technology, and workforce capabilities, not only to meet the pre-war demand for multidisciplinary rehabilitation, but to also meet new demands inflicted by the war. The key gaps and opportunities in strengthening the physical rehabilitation sector are around workforce, systematic access to rehabilitation services at all levels of the health care system, health data management, care coordination, recovery services, and integration across categories of healthcare. This Activity presents an opportunity to increase the role of the private sector to deliver devices and technologies and provide rehabilitation services to patients needing specialized care. Applicants must be willing and able to work in Ukraine, as this position is expected to be full time and based in country.

This position is contingent upon project award and approval.

Primary Responsibilities:

  • Lead implementation of the strategic, long-term programmatic vision of the project, including providing overall strategic direction and managerial and technical leadership;
  • Ensure technical compliance with the agreement/contract with USAID and timely delivery of project activities;
  • Provide oversight on design and management of the investments of the Government of Ukraine (GoU), the private sector, and other donors, including the World Bank;
  • Serve as the key project liaison to USAID, other donors, government officials and other stakeholders;
  • Oversee the program startup and closeout phases;
  • Coordinate and communicate with USAID for timely submission of all written reports and other deliverables;
  • Oversee and coordinate communication with external audiences as well with the project staff, advisors, consultants, subcontractors, and grantees.
  • Oversee the performance of diverse project staff including Deloitte’s and those of the partners/sub-awardees and ensure fair professional growth and training opportunities for team members;
  • Ensure proper financial management, procurement, human resources, and logistics management in compliance with USAID and Deloitte’s policies;
  • Manage risks of project implementation and implement risk mitigation techniques;
  • Establish effective communication and coordination with key stakeholders, including local leadership, in order to implement interventions and incorporate country-wide priorities;

Qualifications:

  • At least eight (8) years of experience in addressing health systems reform issues;
  • At least five (5) years of experience in managing a large team;
  • Strong interpersonal, writing and oral presentation skills in English are required;
  • Demonstrated experience leading capacity building for local actors, providing capacity building assistance at individual and organizational levels;
  • Extensive experience working across a wide range of government, civil society, local, donor, and multilateral counterparts;
  • Considerable depth of understanding of the Ukrainian health system, local knowledge and relationships, and in-country presence;
  • Demonstrated experience with collecting, analyzing, and disseminating lessons learned and insights across countries;
  • Ability to effectively communicate and build relationships cross-culturally;
  • Demonstrated ability managing complex projects in a rapidly evolving environment with shifting local partners and multiple competing priorities;
  • Familiarity with and experience working in Ukraine and/or in post-Soviet context.
  • A Medical Degree or Master’s Degree (or higher) in Health Economics, Public Health, Health Policy, or related field is required.
