Chemonics International, a global consulting and international development firm, seeks several Regional Project Managers, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy.
The Regional Project Manager will contribute to achieving CEP’s overall goals supporting all Program’s activities conducted in the regions assigned to his/her portfolio, including:
- Set up a system of cooperation and collaboration with SMEs in assigned regions, local and regional authorities, BSOs and other interested organizations, institutions, international technical assistance projects, cooperation with which will improve efficiency and effectiveness in all areas of CEP’s technical work.
- improve the business climate in the municipalities and regions facilitating the adoption of the best practices in the economic governance reforming public policies and developing local institutional capacity.
- map potential CEP’s grantees/other support recipients in assigned regions and facilitating CEP’s work with such recipients.
- Track and analyze CEP’s engagement with SMEs in assigned regions, local and regional authorities, regional BSOs, and providing recommendations for CEP’s interventions based on the analysis results.
The Regional Project Manager’s responsibilities will include, but are not limited to, the following:
- As authorized by the Chief of Party (COP), represent CEP to local/regional authorities and other donor projects in the region for which the Regional Project Manager is responsible.
- Coordinate cooperation with SMEs, BSOs, local/regional authorities, and local self-government bodies and other stakeholders interested in improving of the business climate.
- Collaborate with municipalities, local/regional authorities facilitating the adoption of the best practices of the economic governance and business climate improvement.
- Coordinate cooperation with other international projects and financial organizations.
- Ensure informing of target groups and local/regional authorities on the CEP’s activities and results, promote CEP’s activities.
- Provide information and consulting assistance to municipalities to support local economic development projects and fundraising.
- Liaise with municipalities, organize and support CEP’s activities in the oblast.
- Coordinate activities of CEP’s subcontractors/grantees in the field.
- Conduct site monitoring visits to the local/regional CEP’s grantees and partners.
- Map potential CEP’s grantees/other support recipients in assigned regions and facilitate CEP’s work with such recipients.
- Participate as a member of the grants evaluation committee, act as tech lead in grant pre-award, implementation and post-closure stages, demonstrating. proven leadership when evaluating, supervising and finalizing respective initiatives.
- On a regular basis, track and analyze CEP’s engagement with SMEs in assigned regions, local and regional authorities, regional BSOs, and provide recommendations for CEP’s interventions based on the analysis results.
- Organize and maintain monitoring and reporting on CEP’s undertaken activities and key monitoring indicators.
- Coordinate activities with other CEP team members.
- Prepare regular and ad hoc reports, plans, success stories and similar documents as requested.
- Maintain familiarity with contractual requirements, USAID regulations, and Chemonics policies and procedures.
- Report any concerns or issues, whether verified or not, to senior management.
- Other duties as assigned by the Senior Regional Competitiveness Manager, Chief of Party, Deputy Chief.
The required and/or preferred qualifications for the Specialist position include:
- Bachelor’s degree in management, law, administration, or related field required.
- Minimum five years of experience in local/regional economic development, banking, business and similar field required.
- Familiarity with USAID economic development activities preferred.
- Working proficiency in basic office computer applications, including MS Word and Excel required
- Exceptional organizational skills and ability to meet deadlines and work in fast-paced environments required.
- Demonstrated leadership, versatility, and integrity required.
- Fluent Ukrainian and at least upper intermediate English required.
