Business Analyst: External Prоcesses Support to Anti-Corruption Champion Institutions Program in Ukraine

Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of  the Ukraine reconstruction efforts.

 Position Summary:

The Business Analyst, External Processes will contribute to the development of Terms of Reference (ToR) for the development of Geo-Information System (GIS) software and business and data management processes at regional and local levels. This is an STTA position with an expected level of effort of up to 30 days.

 Responsibilities:

  • Identify and describe external users of the GIS system and define business requirement for the system.
  • Prepare integration specifications between external sources and GIS system.
  • Document data models notations, business processes, and user flows.
  • Maintain communication with interested parties on business process projection.

 Qualifications:

  • Bachelor’s degree in IT, Information Analysis, Business Analytics or other relevant fields is required.
  • Minimum of three years of experience as Business Analyst or related position is required.
  • Experience in creating data models is required.  
  • Knowledge of various programming languages is required.
  • General knowledge and understanding of web applications, client-server architecture, Structured Query Language (SQL) and non-SQL databases, microservices architecture, containers and orchestrations is required.
  • Understanding of Software Development Life Cycle (SDLC) and basic methodologies (Scrum, Kanban, Waterfall) is required.
  • Experience in preparing software requirements (Business Requirement Specification, Software Requirement Specification), user stories, use cases, functional and non-functional requirements is required.
  • Fluency in Ukrainian and proficiency in English is required.
