Position Title: Housing Project Assistant

Duty Station: Chernivtsi

Classification: General Service Staff, Grade G5

Type of Appointment: Special Short-Term, Nine months with possibility of extension

Context:

Under the overall supervision of the Chief of Mission and the Housing Programme Coordinator, and the direct supervision of the Government and Legal Engagement Officer, the successful candidate will contribute to daily implementation of IOM Ukraine’s efforts to capacitate staff of the selected municipalities  in maintaining affordable housing units, cost-efficient re-investing of the revenues from rent of apartments into the new construction and infrastructure, sensitizing them about the IDP needs and responding to these needs. The Housing Project Assistant will be supporting the drafting of the legal documents, such as contracts, statutes and the pieces of national and municipal regulations, which aim to facilitate the Project’s implementation.

IOM Ukraine implements 60-month project with KfW in selected cities across Ukraine, which aim is to provide a surplus to affordable, modern and energy efficient housing stock making it available for accommodation by vulnerable persons among IDPs and local residence. All the upper-mentioned is related to all phases of housing construction, acquisition of housing units from the secondary market, maintenance and distribution of housing units among beneficiaries, accompanied by establishment and capacity development of the respective managerial structures at the municipal and national level, observing environmental and social-related issues in regards of the affected communities, ensuring transparent process of beneficiaries selection and support. The Housing Project is reinforced by the strong communication component and engagement with the communities/municipalities, which participate in the project, as well as the governmental agencies in Kyiv.

Core Functions / Responsibilities:

  1. Under the supervision of the Government and Legal Engagement Officer, supports the Housing Project implementation inclusive of its components of legal perusal, capacity development, communication and engagement, and assists in programmatic, financial and administrative oversight and reporting in line with IOM policies and practices, as well as donor requirements.
  2. Collects information on existing practices in legal sphere of Ukraine related to the Housing Project, provides basic legal compliance checks as assigned.
  3. Provides oral interpretation and written informal translation of short notes on the legal and economic themes.
  4. Maintains track records and take notes of internal meetings, follow-ups on technical issues with municipalities and other state and municipal IOM partners in the Housing Project as well as external experts, if assigned.
  5. Assists in organizing and conducting Housing Project-related events (working groups, municipal, regional and national authorities and other stakeholders’ meetings, discussions, presentations, visits etc.).
  6. Monitor the availability of apartments for sale on the local housing market and maintain a database to produce up-to-date statistics of the secondary housing market.
  7. Monitor ongoing efforts of the Government of Ukraine to support IDPs with affordable housing. Summaries findings and report to the project team monthly
  8. Support the development of the project internet platform by assuring content is project relevant and accurate.
  9. Perform such other duties as may be assigned within the Housing Project.

Required Qualifications and Experience

Education

  • High school diploma/certificate with at least five years of relevant work experience

OR

  • Bachelor`s Degree or equivalent (preferably in law, public administration, political science, economics, international relations) from an accredited academic institution with at least three years of relevant work experience.

Experience

  • Proven reporting and writing skills, confident user of the Microsoft Office Suite.
  • Experience in working with Ukrainian government and civil society.
  • Experience in working with state and municipal authorities is an asset.
  • Experience in working with vulnerable populations.
  • Basics knowledge of Ukrainian housing legislation is advantageous.
  • In depth knowledge of the project implementation, internal UN guidelines and procedures, in particular procurement and finance issues; and,
  • Knowledge of UN and bilateral donor programming.

Languages

Fluency in English, Ukrainian and Russian is required.
