Deloitte is seeking a qualified candidate to serve as a Multi-agency Donor Coordination Platform (MCPD) Administrative Expert in support of the USAID/UKaid State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time, based in Kyiv, Ukraine.

Project Background and Summary

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing critical activities to maintain public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the population and external stakeholders, and help plan and execute effective, efficient, and accountable restoration and reconstruction.

Position Objective

The MDCP Administrative Expert will provide strategic administrative services for the MDCP Senior Advisor and MDCP team supporting the Ukraine Deputy Prime Minister for Restoration (DPM) as co-chair of the Multi-agency Donor Coordination Platform (MDCP) and Government of Ukraine (GOU) lead for reconstruction and recovery. The MDCP Administrative Expert(s) will report directly to the Senior Advisor or their team. The position will be recruited through USAID SOERA and provide services for one year, with possibility of extension, based in Kyiv.

Responsibilities

  • Prepare and elaborate analytical, strategic, and programming materials for MDCP.
  • Develop information and other materials for the DPM’s use.
  • Work with Ministry for Restoration personnel to facilitate and unify positions and related communications among the MDCP office, donors, Heads of Cooperation group, Offices of the President and Prime Minister, Ministry of Finance, GOU line ministries, Reform Delivery and Project Management Units, and other GOU entities.
  • Develop and summarize position papers and related information for the MDCP.
  • Support content creation for MDCP stakeholder communications.
  • Organize meetings and events in online, offline, and hybrid formats.

Minimum Requirements

  • At least 4 years of professional experience in administrative roles supporting a fast-paced team of experts
  • Proven track record providing administrative support on projects of similar size, scope, or complexity, including donor-funded programs as a preference
  • Professional experience working with or for GOU agencies on program management, communications, planning, or implementation is preferred
  • Strong writing skills and experience writing for high-level audiences
  • Degree from an accredited university in economics, business, political science, social sciences or related field
  • Demonstrated effectiveness in supporting project implementation and working in environments that can adapt to changing contexts
  • Demonstrated communications and human resource management skills
  • Reputation for professional excellence (as evidenced by references and achievements)
  • Fluency in English and Ukrainian, both writing and speaking, along with strong communication, interpersonal, and presentation skills
  • Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, is a plus
