About TB Europe Coalition (TBEC):

Established in 2009, TBEC is a regional advocacy network of civil society organizations and individuals from across the World Health Organization (WHO) Europe region, comprising Western and Eastern Europe, Caucasus and Central Asia. The network aims to strengthen the role of civil society within the regional response to TB, and ensure political and financial commitments to end TB. Currently TBEC has more than 200 members from more than 30 countries in the region. In 2017, TBEC was registered as a legal entity in the Netherlands to step up its regional and national advocacy, capacity building and support to country-led TB advocacy initiatives. The TBEC Secretariat is located in Kyiv and responsible for the coordination, communication, administration, programmatic and policy management of the network.

Background information on the project:

Community Rights and Gender Strategic Initiative (CRG-SI of the Global Fund) project is aimed at support to strengthening the capacity of networks and coalitions of TB advocates, TB activists and people affected by TB in Eastern Europe and Central Asia region (EECA). CRG-SI of the Global Fund project provide TB affected communities and CSOs in countries of the EECA region with a unique opportunity to receive technical support in response to both emerging individual requests as well as in response to a shared need to keep up with the commitments of the Political Declaration of the UN General Assembly High Level Meeting on the Fight against Tuberculosis for the region. The project is funded by the Global Fund.

Objective of the assignment:

The review of a formal national tuberculosis (TB) programme is an important exercise to evaluate the implementation and impact of TB prevention and care. Their recommendations provide the foundation for improving national TB responses and for revising and/or developing national strategic plans. The background document outlining the scope and purposes of the civil society and TB affected communities’ involvement is the “Framework for conducting reviews of tuberculosis programmes” developed by WHO. In 2019 WHO Europe RCC-THV working group in collaboration with TBEC updated a ToR for civil society and developed a separate ToR for TB-affected community involvement. In early 2022 the WHO Europe conducted the selection process for the WHO Europe Roster of consultants from civil society and affected community. Civil society and TB community is recognized as experts in the field, however further capacity building activities are needed to equip them with particular skills and boost their confidence to participate effectively in NTP reviews and other types of progress reviews to support implementation of the End TB Strategy. This is particularly relevant with the scale up of the multisectoral response to Tuberculosis. Multisectoral accountability framework to accelerate progress to end tuberculosis by 2030 (MAF-TB) developed by WHO on the inquiry of the Member States, includes the periodic review of the tuberculosis response using a national-level review mechanism and other types of reviews, including NTP review[1], as one of the key four elements of the MAF-TB approach. [2]  

Considering the above and in close collaboration with WHO Regional Office for Europe, TBEC will conduct a Capacity-building training for TB community and civil society experts, participating  in  the WHO Europe Roster, as well as for those who plan to apply to the WHO Europe Roster(s) in future, in order to support meaningful engagement of civil society and TB affected community in the NTP reviews and advancing national processes related to strengthening of MAF-TB national-level review mechanisms.    

The purpose of the activity is to develop a comprehensive program for the Capacity-building training for TB community and civil society representatives to meaningfully contribute to the internal and external review processes of the progress in ending TB, including through multisectoral lenses, thereby increasing national and regional level accountability across all sectors in the TB response.

Scope of work:

  • Provide expert support regarding the content of the 3-days Capacity-building training for TB community and civil society representatives;
  • Prepare an event Concept, in consultation with the invited speakers and contributors.
  • Develop a Capacity-building training program (envisaging the hybrid training mode with the possibility of on-line connection) broken down by sessions, including main objectives for each session and each presentation.

Expected outcomes/Deliverables:

Individual Consultant, will be expected to submit the following deliverables, in English or Russian, to the TBEC Secretariat:

  • Concept of the 3-days Capacity-building training for TB community and civil society consultants, coordinated with WHO Regional Office for Europe;
  • Capacity-building training program (envisaging the hybrid training mode with the possibility of on-line connection).

Reporting requirements:

The consultant will closely coordinate with the TBEC Secretariat to ensure effective delivery of the outputs. Capacity-building training program should be written in Russian or English language, and submitted in electronic copies to TBEC Secretariat, specifically to TBEC Program manager, Lesya Tonkonog – [email protected]

Duration of the assignment and remuneration provisions:

  • The work is expected to start after signature of the specific agreement for individual consultancy services.
  • The duration of agreement is June 2022 – August 31, 2022.
  • Payment will be made based on the results of the submitted deliverables to TBEC.
  • Consultant will be evaluated based on the qualifications; consultancy fee will be negotiated based on the consultant’s expertise evaluation results.
  • Remuneration will be paid in US Dollars, so the individual consultant should have a USD bank account.
  • The individual consultant will be responsible for the payment of taxes according to the laws of his(her) country of residence

Qualification requirements:

  • Bachelor or Master’s Degree in Public health, or Social or Political science (or comparable work experience)
  • At least 5 years working experience in the field of TB, understanding of TB epidemiology, TB policies and interventions, and health systems in the region
  • Expertize in the functioning of the National TB programs and National governance approaches
  • Knowledge and understanding of the national and regional responses to TB, particularly on WHO recommended strategies for people-centred TB care in the WHO Europe region;
  • Experience of collaboration with WHO entities and other international organizations and technical agencies
  • Experience of working with the MAF-TB approach, understanding of MAF-TB assessment processes and complementary mixed methods of data collection
  • Experience in development and conducting capacity-building events
  • Networking with the civil society and TB affected communities in at least one of the countries: Kyrgyzstan, Kazakhstan and Ukraine
  • Demonstrated experience in development of the methodologies/recommendations, and preparing analytical reports
  • Languages: fluent English and Russian
  • Experience of working within the TBEC assignments is an advantage.
