Job mission
Under the authority of the Head of Office, and the supervision of the Head of the Co-operation Division, Department for the Implementation of Human Rights, Justice and Legal Cooperation Standards, Directorate General of Human Rigths and Rule of Law, the incumbent carries out multiple assignments to meet the objectives for the implementation of the Project “Human rights compliant criminal justice system in Ukraine”, in co-operation with beneficiaries, partners, donors and other stakeholders, in compliance with the Organisation’s regulations and/or donor requirements.

Employment is limited to the duration of the Project’s Phase II that is expected to end on 31 December 2022, and may be prolonged subject to availability of continuation of the Project/availability of funds.

Key activities
The incumbent performs the following key duties in close co-operation and co-ordination with the Project management, in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
- plans, organises, implements and follows up on project activities in accordance with the project’s work plan and calendar of activities, in co-operation with local partners and stakeholders;
- contributes to reports and other documents resulting from the activities, as well as thematic and other documents related to the project’s objectives;
- participates in project meetings and events and undertakes follow-up action as required;
- liaises with the counterparts in the beneficiary institutions assigned to the project;
- monitors political, social, legislative sector-related developments in Ukraine to identify opportunities and risks which may contribute to or hamper effective project implementation, provides briefs and advises on suitable action;
- performs legal research and provides legal and organisational assistance, including to headquarters-based staff and international short-term consultants when carrying out tasks and missions in the field, as well as on the content and methodology of the work plan;
- contributes to processing and checking the expert opinions, training and awareness materials produced under the project in Ukrainian;
- ensures the implementation of the Council of Europe procurement procedures in the context of preparation of project activities;
- ensures efficient communication actions and proper visibility of the project;
- undertakes official journeys in Ukraine and abroad in connection with the project activities as required;
- carries out other tasks as may be required connected to the project’s implementation;
- contributes to the efficient functioning of the office, in collaboration with the Head of Office, the Deputy Head of Office and the direct Project management;
- promotes Council of Europe values internally and externally.

About the Project in brief:
The Project aims at ensuring effective functioning of the criminal justice system in Ukraine aligned with European human rights standards with a large focus on practical implementation of reforms in the criminal justice area, specifically with regard to the following components:
I. Further harmonisation of the criminal procedure legislation and practice of its implementation in line with Council of Europe standards and best practices (addressing primarily shortcomings identified in ECtHR judgments against Ukraine);
II. Consolidation of independence, effectiveness and transparency of the public prosecution service.

Eligibility criteria
This local recruitment procedure is open to applicants already present in Ukraine.
Only applicants who best meet the following criteria will be considered for shortlisting.

Qualifications:
› Completed full course of general secondary education and appropriate professional qualifications;
A University degree in law, international relations, political sciences or in the field of social science would be an advantage.
Experience:
› At least four years of relevant professional experience in the area of justice/criminal justice, human rights or a related field;
› Professional experience in contributing to the implementation of technical co-operation or policy-oriented programmes at an international and/or national level.
Language requirements:
› Excellent knowledge of Ukrainian (mother tongue level);
› Very good knowledge of one of the official languages (English), including knowledge of the legal language;
› Knowledge of French would be an advantage.
Nationality:
› Nationality of host country or one of the 47 Council of Europe member states.
Age:
› Under 65 years of age at the closing date of the vacancy notice.

- in-depth knowledge and understanding of the Ukrainian context of the justice sector reforms and the human rights situation Ukraine;
- very good knowledge of the Ukrainian legal system, in particular in the fields of justice and human rights protection;
- knowledge of the overall political and social situation in Europe, in particular in Ukraine;
- ICT skills: sound computer skills and experience using standard tools in office applications (word processing, presentations, outlook, spreadsheet, databases, internet publications).
