Юрист для розробки кадрових процедур у сфері охорони здоров’я/ STTA Legal Expert for Health Workforce Procedures Development

Deloitte is seeking qualified candidates to serve as Legal Expert in support of the USAID/ Ukaid Health Reform Support (HRS). The position is part-time and will be based in Kyiv, Ukraine.

Project Background and Summary:

The purpose of the USAID/Ukaid Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

The Legal Expert will provide legal assistance to Human Resources for Health (HRH) Strengthening activities.

Responsibilities

Duties and responsibilities will include, but will not be limited to:

• analyzing policy framework regulating the HRH area
• drafting and reviewing HRH procedures and policies at a facility level
• developing and reviewing the methodology for the HRH procedures piloting
• conducting the assessment of the HRH procedures piloting
• developing the report on the HRH procedures piloting
• developing and making presentations for the webinars on the HRH procedures implementation

Qualification

• Master’s Degree in Law
• No less than three years of proven work experience as a lawyer, experience of working in international technical assistance projects will be an advantage
• HRH support experience will be preferred
• Experience of working with healthcare facilities in developing/assessing/implementing HRH procedures will be preferred
• Strong communication and negotiation skills, experience of developing and delivering trainings
• Experience in drafting and supporting laws and regulations
• Ability to work in a team
• Excellent planning and time management skills
• Full command of Ukrainian and English
