Deloitte is seeking qualified candidates to serve as Legal Expert in support of the USAID/ Ukaid Health Reform Support (HRS). The position is part-time and will be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of the USAID/Ukaid Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Legal Expert will provide legal assistance to Human Resources for Health (HRH) Strengthening activities.
Responsibilities
Duties and responsibilities will include, but will not be limited to:
- analyzing policy framework regulating the HRH area
- drafting and reviewing HRH procedures and policies at a facility level
- developing and reviewing the methodology for the HRH procedures piloting
- conducting the assessment of the HRH procedures piloting
- developing the report on the HRH procedures piloting
- developing and making presentations for the webinars on the HRH procedures implementation
Qualification
- Master’s Degree in Law
- No less than three years of proven work experience as a lawyer, experience of working in international technical assistance projects will be an advantage
- HRH support experience will be preferred
- Experience of working with healthcare facilities in developing/assessing/implementing HRH procedures will be preferred
- Strong communication and negotiation skills, experience of developing and delivering trainings
- Experience in drafting and supporting laws and regulations
- Ability to work in a team
- Excellent planning and time management skills
- Full command of Ukrainian and English
