Chemonics International Inc. is looking for a qualified professional to fill the position Youth Capacity Building Specialist (Severodonetsk).
The five-year USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East’s methodology is to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East activities are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol, and Kherson.
JOB SUMMARY: The Youth Capacity Building Specialist will enhance youth council members’ capacity to serve as key actors in social and political life of their communities, in decision-making and their implementation play an important role in increasing the effectiveness of the democratic reforms being carried out. This approach helps to build trust of youth in their governments and empower them to play an active role in community development. The Specialist will provide trainings and joint workshops for up to 27 young people who present 9 selected youth councils of Luhansk region including Severodonetsk, Popasna, Bilovodsk, Rubizhne, Troitske, Novopskov, Chmyrivka, Krasnorichenske, and ShulhinkThe Specialist will motivate to cooperation between participants of different councils, support youth councils to increase their capacity and interest in participation in youth councils and provide training to council members through promoting the aspect of independence from local self-government bodies for more effective fulfillment of their role in representing citizens’\youth initiatives to local authorities
PRINCIPLE DUTIES & RESPONSIBILITIES:
The Youth Capacity Building Specialist will perform the following tasks divided by 3 phases:
Phase I April 01, 2022 – May 31, 2022 (LOE – 9)
- To develop an agenda, PowerPoint presentation, and training materials and conduct a 2-day training module on team management and mechanisms for engaging stakeholders. The training modules should include general practical task suggested by STTA. It will serve to coach and consolidate the lessons learned from the training
Phase IІ June 01, 2022 – July 31, 2022 (LOE – 24)
- To develop the agenda, PowerPoint presentation, and training materials for and conduct a 3-day training module on conflictology and conflict prevention in youth work, office administration and fundamentals of public reporting of youth councils, and project management in practice;
- To develop the agenda of a 5-day in-country Study Tour for up to 20 representatives from youth councils to learn the best practices of youth councils in Ukraine
- To participate and facilitate a 5-day in-country Study Tour for up to 20 representatives from youth councils to learn the best practices of youth councils in Ukraine
- To conduct a sum-up meeting after the Study Tour to facilitate the received knowledge exchange between participants from different councils
Phase IІІ August 01, 2022 – September 30, 2022 (LOE – 22)
- To develop the agenda, PowerPoint presentation, and training materials for and conduct a 2-day training module on volunteering management, the specifics of communication with different target groups, and development of leadership skills of youth council members
- To develop the agenda, PowerPoint presentation, and training materials for and conduct a 3-day training module on youth program development – initiation, creation, and implementation, coordination and control over the work of the youth councils, and organization and development of youth leisure activities (rural/urban youth)
- To provide technical assistance (online consultations) regarding tasks assigned to the youth councils during the training
- To conduct a one-day final session dedicated to the results of the training program
DELIVERABLES: The Youth Capacity Building specialist will be expected to produce the following deliverables:
Phase I:
- PPP, agenda, and distribution materials to 2-day training module on team management and stakeholders seeking mechanisms
- Questionnaire (Google form) for members of youth councils
- List of participants from each day of training
- Initial evaluation form from the participants with responses (to be approved by DG East);
- Final report within the scope of work which must contain at least 5 quotes from participants. This deliverable must be produced in Ukrainian, a maximum of 5 pages in length, in Word format
Phase II:
- PPP, agenda, distribution materials, and list of participants in the 3-day training module on conflictology and conflict prevention in youth work, office administration and fundamentals of public reporting of youth councils, and project management in practice
- Agenda and list of participants of the 5-day in-country Study Tour
- After study-tour report and developed evaluation forms from the participants with responses (to be approved by DG East);
- List of recommendations related to the topics of the training module such as office administration and fundamentals of public reporting of youth councils, and project management in practice
Phase III:
- PPP, agenda, distribution materials, and list of participants in the 2-day training module on volunteering management, specifics of communication with different target groups, and development of leadership skills of youth council members
- PPP, agenda, distribution materials, and list of participants in the 3-day training module on youth program development – initiation, creation and implementation, coordination and control over the work of the youth councils, and organization and development of youth leisure activities (rural/urban youth)
- PPP, agenda, distribution materials, and list of participants in the one-day final session dedicated to the results of the training program
- Final evaluation form the participants with responses (to be approved by DG East);
- Final report within the scope of work which must contain at least 5 quotes from participants. This deliverable must be produced in Ukrainian, a maximum of 5 pages in length, in Word format
LEVEL OF EFFORT AND PERIOD OF PERFORMANCE: The estimated LOE for this assignment is up to 55 LOE days – preparation of training materials (13 days), training delivery (21 days), reporting (8 days), consultations (5 days), and traveling (8 days) The anticipated start date for this assignment will be o/a April 01 o/a September 30, 2022
QUALIFICATIONS:
- At least 3 years of experience as a Consultant on relevant issues
- Bachelor’s or Masters’ Degree in relevant field
- Professional knowledge in grants writing and project management
- Experience with civil society and cooperation with Local Government Entities
- Experience of working on international donor projects
- Skills in using interactive presentation tools, PPP development, and presentation
- Good interpersonal and training skills
- Self-esteem and motivation to empower youth
- Report writing skills
- Experience with individual consultation is a plus
- Professional knowledge of Ukrainian language, good writing skills in English are desirable
- Experience with individual consultations is a plus.
- Ability to work independently, prioritize multiple work assignments in fast-paced environment, meet deadlines, and exercise good, professional judgment.
