Water supply consultant for USAID DOBRE Program/Консультант з водопостачання та водовідведення в програму USAID DOBRE

Global Communities is seeking qualified consultants for USAID-funded Decentralization Offering Better Results and Efficiency Program (DOBRE): 

POSITION: Water supply consultant in Cohort 4 DOBRE partner Consolidated Communities (CCs) 
PERIOD OF PERFORMANCE: August-December 2021 
PLACE OF PERFORMANCE: CCs located in Zaporizhzhya, Kirovogradska and Dnipro oblasts
LOE (Level of Effort) DAYS: up to 40 LOE days (4 CCs, 10 days per CC), 1 field visit to each CC  

OBJECTIVE:

Decentralization Offering Better Results and Efficiency (DOBRE) Program is implemented by international organization Global Communities, and funded by the United States Agency for International Development (USAID). The Program is working to enhance good local governance and create improved conditions for the development of consolidated communities (CCs), increase citizen engagement in decision-making, and ensure accountability and transparency in public administration.

In 2016 USAID DOBRE Program started operating in 7 target Oblasts: Dnipropetrovsk, Ivano-Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolayiv, and Ternopil (Cohort 1-3). Since June 2020, DOBRE Program has been operating in three more Oblasts: Zaporizhzhia, Chernivtsi and Chernihiv (Cohort 4 CCs).

Currently, USAID DOBRE Program is assisting Cohort 4 CC with elaboration Service Delivery Improvement Plans (SDIPs). Based on strategies and findings of the citizen opinion survey Cohort 4 CCs selected priority services for improvement and created working groups (WG) from among representatives of СС. Nowadays, CCs elaborating mid- or long-term Service Delivery Improvement Plan and application for the first priority SDIP project.

Also, USAID DOBRE Program supporting Communities of Excellence (CoE) of Cohort 1-3 with solving important issues of their development.

Selected Consultant will work in DOBRE partner community that considered the Service of Water Supply and Sewage as a first priority, and with Communities of Excellence that required assistance if the field of water supply and sewerage:

The range of activity embraces:

The Consultant will assist communities to identify problems and solutions to improve Water Supply/Sewerage systems collaborating with DOBRE Kyiv and Regional Offices Staff and/or other consultants committed to establishing SDIP in CC.

Particularly, the Consultant will work closely with established WGs, municipal authorities, and citizens.

The range of activity embraces:

Task 1. Baseline study and analysis, review of the service current context, including*:  

• Elaboration of Questionnaire on the current context of Water Supply and technical features of the service, including service current coverage, user charge collection rate, other characteristics on technical details of Water Supply, information on the service provider, other details.   
• Stakeholders consultation, interviews and briefings through meetings with key informants, and other stakeholders, pick the necessary data up from the elaborated Strategic Plans/DOBRE/FRDL.
• Provision of empiric observation on current context of the service visiting constituents of the amalgamated communities
• Provide energy efficiency and hydraulic analysis to central water supplying system in the communities based on data provided by CCs
• Reporting activities upon request.. 

* in some communities the consultant may skip some activity in coherence with Kiev Staff and partner consultant/project officers.

Estimated LOE for Task 1 for for 4 communities including 1 field visit to each community – 20 days.

Task 2. Operation and Maintenance, energy spending and hydraulic analysis including:

• Elaborate recommendations on energy efficient equipment for water supplying systems in the communities  
• Prepare narrative and technical requirements on the selected types of equipment to organise procurement

Estimated LOE for Task 2 for 4 communities – 20 days 

Total LoE           40 working days

Deliverables

In each assigned DOBRE partner community, the selected applicants will be expected to produce deliverable(s) related to the specific Task(s) described above:

1. Energy efficiency and hydraulic analysis to central water supplying system in the communities based on data provided by CCs
2. Elaborated recommendations on energy efficient equipment for water supplying systems and
3. Prepared narrative and technical requirements on the selected types of equipment required for water supplying and sewerage systems improvement

Global Communities will select consultants on the basis of the following criteria:

• Proven expertise in water supply and sewage, including previous experience in energy efficiency and hydraulic analysis to central water supplying system
• Knowledge of strategic planning and approaches to sustainable service delivery
• Moderation and facilitation skills
• Experience in organizing and moderation of public meetings
• Higher education in social sciences, communications, international relations, politology, law, or adjusted disciplines
• Native Ukrainian (oral and written)
• Experience in conducting online trainings (Zoom, MS Teams, Google docs and other online tools)
• Experience in public opinions would be an advantage
• Knowledge of English at the working level would be preferable, but not required.
• Education: engineering, construction or another adjusted discipline.
