About the project:
Alinea International implements a number of projects in Ukraine, including a five-year project Support to Ukraine’s Reforms for Governance (SURGe). SURGe is funded by Global Affairs Canada. SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to design and deliver governance and economic reforms that better respond to the needs of its citizens.

Reform initiative and position summary:
SURGe currently has six reform initiatives in its portfolio. Under one of these reform initiatives, the Enhanced national planning, SURGe provides technical assistance to multiple Ministries to increase their capacity in the development of policies/reforms, strategic planning and monitoring by using the Results-Based Management (RBM) methodology , enhanced with the citizen-oriented approach , and by using the ProjectUA IT system – all of which already embedded into Ukraine’s legislation.

One of the sub-streams of this work is to develop a framework (incl. governance processes, standards, IT system functionality, capacity building) to ensure that inter-ministerial (cross-ministerial) strategies are structured based on results-based principles and that their progress can be tracked using meaningful indicators and using the digital tool – new module(s) of the ProjectUA IT system.

SURGe Project is looking for an Expert, Inter-Ministerial Strategies Unit who will be working together with the team towards the following results:

1. Framework (incl. governance processes, standards, IT system functionality, capacity building) for developing inter-ministerial strategies using RBM developed;
2. Relevant module(s) of the ProjectUA IT system developed;
3. One of inter-ministerial strategies inputted in ProjectUA, monitoring launched in digital format.

Level of effort: Full time, Monday-Friday. The expert will be based in Kyiv. The expert will be joining the larger existing team on national planning/governance, will be reporting to the Senior Expert/Head of the Inter-Ministerial Strategies Unit, and will work under the supervision of SURGe Sector Lead.

The duration of the contract is 6 months with a possibility of extensions (subject of approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Indicative duties and responsibilities (scope of work):

● In coordination with the GoU and SURGe national planning/governance team, develop the framework (incl. governance processes, standards, IT system functionality, capacity building programs) for developing inter-ministerial strategies using RBM;
● Participate in collecting requirements and development of functionality for the module of the ProjectUA IT system on inter-ministerial strategies;
● Ensure that one of inter-ministerial strategies (as a pilot) is inputted in ProjectUA, monitoring launched in digital format, stakeholders successfully use this tool, and that this experience can be scaled-up to other inter-ministerial strategies.

Preferred qualifications and skills:

Experience in governance:
● Minimum 5 years of advisory/project management experience in governance, including experience in designing and implementing policies/reforms;
● Understanding of Results-Based Management (RBM), the governmental policy making cycle and the overall reform agenda in Ukraine;
● Proven experience in designing new processes, development of new systems, processes and legislation;
● Proven experience in negotiating with senior-level stakeholders;

Other experience and skills; citizenship:
● Understanding of software development lifecycle is a plus;
● Completed training/certification in project management is a plus;
● Strong ethics, well-balanced and mature personality, positive attitude to the job;
● Strong organizational skills, ability to work under tight deadlines;
● Excellent knowledge of Ukrainian, ability to speak and write clearly and correctly;
● Fluent English, excellent writing skills.
● Citizen of Ukraine.
