ABOUT UKRAINE RAPID RESPONSE FUND:  

The goal of the CSO-funded Ukraine Rapid Response Fund (URRF) is to address immediate needs and enhance the resilience of Ukraine’s government, civil society, and civilian population amidst Russian invasion and potential occupation and in support of Ukraine’s national system of resilience. IREX will improve communication, coordination, and collaboration among key actors and stakeholders; strengthen their effectiveness, inclusion, and accountability; and provide direct with the goal of helping civilians and improving resilience. Using a conflict-sensitive and adaptive management approach, and a holistic approach to security, IREX will monitor, respond to, and anticipate the evolving needs of Ukrainians in this rapidly changing environment. 

POSITION SUMMARY:  

IREX is seeking a qualified professional to fill the position of Security Officer for its Ukraine Rapid Response Fund (URRF), and also provide ongoing security support to IREX/Ukraine portfolio of programs.  The Security Officer will be responsible for constantly reviewing the security situation in Ukraine and updating staff to ensure both their safety and the security of the project as a whole. Frequent reviews and updates on the security situation will also inform decisions on program activities and the prioritization of resources. Additionally, the Security Officer will provide trainings to partners, subgrantees, and beneficiaries, as well as build relationships with them to exchange relevant security information. This will build the resilience of program partners and ensure that engagement with the URRF does not put either them or the broader program at risk. The position will be based in Ukraine, but may require travel to Poland or other countries.   

GENERAL DUTIES & RESPONSIBILITIES:  

Specific duties include, but are not limited to the following:  

  • Monitor the security situation in Ukraine; 
  • Identify operational threats to the URRF program and advise on how to avoid them; 
  • Oversee, monitor, and administer all activities related to the security of the program;  
  • Oversee the physical security of program spaces; 
  • Interact with security staff at IREX HQ to exchange information; 
  • Oversee procurement of items that relate to emergency needs;  
  • Interact with suppliers and support contract negotiations and drafting when IREX procures  supplies for emergency needs;  
  • Oversee and manage a conflict analysis team to ensure up-to-date understanding of both current and future security scenarios; 
  • Provide physical, digital, and psychosocial security trainings to program staff, partners, and subgrantees; 
  • Brief staff on relevant updates to the security situation in Ukraine; 
  • Regularly update security assessments and provide input to security scenario planning exercises; 
  • Provide input on program activities, especially related to security concerns or prioritization;  
  • Develop relationships with local partners to share project security information;  
  • Conduct rapid risk assessments for program partners, ensuring that program participation does not put partners at risk;  
  • Other duties as assigned.   

MINIMUM QUALIFICATIONS: 

  • 5+ years of project security experience 
  • 3+ years of demonstrated administration and leadership experience 
  • Experience working with international donor-funded projects 
  • Strong command of spoken and written English, Ukrainian, and Russian  
  • Excellent interpersonal and communication skills 
  • Strong attention to detail and responsibility 
  • BA in security studies or related discipline
