POSITION: Tourism Development Consultant for Mykolayivska CC – Community of Excellence and Mentor Community
PERIOD OF PERFORMANCE: September-December, 2021
TERMS OF REFERENCE
I. Background
Global Communities is implementing the USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) program in Ukraine. Launched in 2016, the project is helping leaders of newly formed territorial communities to effectively manage resources, increase the quality of public services, stimulate local economies, and improve citizen engagement. DOBRE guides community stakeholders through a participatory Strategic Planning process that engages citizens, identify issues, and allocates resources. Based on the strategic development plan, DOBRE assists community leaders to create and implement programs and projects that address the priority needs of the communities.
Using the Strategic Planning process and Participatory Municipal Capacity Index as a framework, DOBRE provides a range of direct technical assistance to amalgamated communities. One of the areas of development that could significantly improve community sustainability and increase own resources is rural tourism. Rural tourism could foster local economic development and attract local investments. Local communities underestimate this sphere and rare considered as significant additional income resource and tool for stable economic development.
II. DOBRE Project Description
DOBRE directs most of its technical and financial assistance at the local level, specifically enabling newly formed Consolidated Communities (CCs) to better manage resources, increase the quality of public services, stimulate the local economy, and improve citizen engagement. DOBRE helps CCs thrive and prosper through stronger local governance and better conditions for development while serving as a model and motivation to other communities. This helps build broader public support for the overall decentralization process.
Since 2016 DOBRE has assisted 75 CCs in seven target Oblasts: Dnipro, Ivano-Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolaiv, and Ternopil. DOBRE competitively and transparently selected and provided direct assistance to consolidated communities in these Oblasts. Based on the successes of 75 CCs, in June 2020 USAID extended the program to offer assistance to additional 25 CCs and expand into three new oblast: Chernihiv, Chernivtsi, and Zaporizhya. DOBRE has two main objectives: (1) supporting the supply of good governance by CCs; and (2) assisting citizens and civil society to constructively interact with government and demand transparency and services
III. Scope of Work and Deliverables
Global Communities received a request for a technical support in an area of tourism assessment and tourism development planning from Mykolaivska CC (Dnipropetrovska oblast) . The CC is a community of excellence and one of mentor communities for the 4 th cohort. The CC is willing to increase rural tourism potential with attracting local businesses for modernization of tourism infrastructure and increase their tourism potential. The practical development of community tourism potential will significantly improve communities mentoring skills and broaden the spheres of mentoring. To help Mykolaivska CC to implement these tasks, Global Communities plans to engage an individual Consultant to assist the CC. The Tourism Development Consultant will be responsible for assessment of existing tourism potential, conducting rural tourism development training for local leaders and developing a detailed action plan with recommendations for tourism industry development in community.

V. Qualifications and Experience
The ideal Consultant(s) will have the following qualifications:
- At least three years of practical working experience in tourism sphere
- At least three years of tourism consulting for local governments and businesses
- A demonstrated understanding of challenges of the tourism development in communities
- Proven track record of professionalism and ethical conduct.
- Fluency in Ukrainian. Knowledge of English is desired but not required.
VI. Duration:
The work will begin immediately after contract signing and completed no later than December 15, 2021
