Deloitte is seeking a qualified candidate to serve as a Senior Technical Advisor, Healthcare Service Delivery Component Lead for the USAID Health Reform Support (HRS).

Project Description

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector
  2. Support the transformation of the healthcare financing
  3. Strengthen the health
  4. Enhance transparency, accountability, and responsiveness of the health care
  5. Improve service delivery system at all

Background/Objective

The Senior Technical Advisor, Healthcare Service Delivery Lead will provide technical and managerial oversight to activities, focusing on high-level management and achievement of results. He will provide technical inputs towards strategic planning and work planning processes and lead the design and development of the project’s service delivery system at all levels response. The Senior Technical Advisor, Healthcare Service Delivery Lead will identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. 

Responsibilities

Duties and responsibilities will include, but will not be limited to:

  • Provide guidance, oversight and quality assurance for all project activities, outputs, and deliverables related to improving service delivery system at all level. Assume overall responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
  • Oversee project planning, contribute technical expertise as necessary to ensure project implementation, with a focus on results and financial accountability for all project activities related to Objective 5.
  • Provide strategic vision on program sustainability.
  • Perform regular check-ins with direct reports to promote quality performance and provide constructive feedback and mentorship in technical and management skills
  • Contribute to capacity assessment of the team, developing and implementing performance improvement plans and on-the-job-training where appropriate.
  • Supporting implementation of primary and specialized health care and hospital service delivery reform.
  • Build capacity of health care providers in management, patient-centered services and quality.
  • Designing and conducting trainings, workshops, and other capacity building activities for health reform partners related to service delivery reform;
  • Building effective administrative structures at health care facilities that target efficiency and quality outcomes.
  • Developing proposals for improved service delivery models at primary and specialized care.
  • Provide technical assistance to the MOH, NHSU and other partners related improving health service delivery systems.
  • Provide recommendations to the MOH on developing quality management systems at HCFs.
  • Disseminate the methodology for hospital district network planning across other regions in Ukraine and provide expert support to Hospital District Councils in the development of their HDDPs.
  • Developing close working relationships with a wide range of institutional counterparts, including government ministries, oblast administration agencies, academic and research institutions, national coordination bodies, national and international non-governmental organizations (NGOs), development partners, and USG-supported programs and
  • Assisting in conducting research, analyze, and synthesize evidence-based conclusions and produce practical recommendations based on relevant literature and evidence on Ukraine’s health policy, legal- and operational guideline- environment.
  • Preparing drafts of relevant documentation and reports, and participate in developing new projects as
  • Supporting annual work planning, and quarterly and annual
  • Undertaking management of Objective 5 team.

  • Contribute to capacity assessment of the team, developing and implementing performance improvement plans and on-the-job training where appropriate.

Requirements:

  • Postgraduate degree (or higher) in Public Health, Public Administration, Management, Medicine, or other relevant disciplines;
  • At least 5 years of proven work experience in the area of health system strengthening, and/or health reform, and/or public administration, and/or management;
  • Proven experience managing personnel and technical activities; 
  • A clear understanding of various healthcare service delivery models and principles of healthcare reform;
  • Experience working with the Ukrainian government institutions, health care providers, and civil society/non-governmental organizations preferred;
  • Experience working on USAID or other donor-funded projects preferred;
  • General understanding of Ukraine’s health system and reforms;
  • Strong skills in research, critical thinking, presentation-building, and public speaking;
  • Strong project management and coordination skills and ability to plan effectively to meet deadlines;
  • Excellence interpersonal management skills, with proven ability to manage and supervise multiple full-time staff, international consultants, and local consultants;
  • Competency in Microsoft Word, Excel, PowerPoint, and Outlook;
  • Ability to maintain focus and complete high-quality work while under the pressure of multiple tasks in a politically sensitive and fast-paced environment;
  • Excellent written and verbal communication skills in Ukrainian and English;
  • Ability to travel throughout Ukraine;
  • Ability to work outside of standard business hours, on an as-needed/required basis.

The Senior Technical Advisor, Healthcare Service Delivery Lead will report to the Deputy Chief of Party.
