Deloitte is seeking resumes for qualified candidates to serve as Senior Technical Advisor, Healthcare Service Delivery Component Lead in support of the USAID Health Reform Support project. The position is full-time and will be based in Kyiv, Ukraine.

Project Background and Summary:

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  • Improve health sector governance.
  • Support the transformation of the healthcare financing model.
  • Strengthen the health workforce.
  • Enhance transparency, accountability and responsiveness of the health care system.
  • Improve service delivery system at all levels.

Objective

The Senior Technical Advisor, Healthcare Service Delivery Component Lead will provide technical leadership and oversight of implementation tasks under the Project Component: “Improve the service delivery system at all levels”. This is a senior position and the selected candidate will serve as both a senior technical advisor and in a management capacity.

Responsibilities

Duties and responsibilities will include, but will not be limited to:

  • Providing leadership, expertise, and oversight to implement project technical activities, including:
    • Supporting implementation of primary health care (PHC) and hospital service delivery reform;
    • Building capacity health care providers;
    • Designing and conducting trainings, workshops, and other capacity building activities for health reform partners related to service delivery reform;
    • Building effective administrative structures at health care facilities that target efficiency and quality outcomes;
    • Developing proposals for improved service delivery models at primary and ambulatory specialized care;
    • Revising health reporting forms and prepare relevant legislative changes to reduce paperwork;
    • Introducing paid services at public health care providers;
    • Building 15 PHC centers to serve as Centers of Excellence (operational transformation) including operations and financial management of primary health care clinics in new model of financing;
    • Strengthening civil society and watchdog oversight of the reforms;
    • Increasing capacity of patient’s groups to empower and inform patients about their health care rights and entitlements, including ability to navigate publicly available information through e-Health;
    • Strengthening capacity of professional associations to provide training and methodological services to their members.
  • Developing close working relationships with a wide range of institutional counterparts, including government ministries, oblast administration agencies, academic and research institutions, national coordination bodies, national and international non-governmental organizations (NGOs), civil society organizations, patient groups, development partners, and USG-supported programs and projects;
  • Assisting in conducting research, analyzing, and synthesizing evidence-based conclusions and producing practical recommendations based on relevant literature and evidence on Ukraine’s health policy, legal and operational environment;
  • Managing the Service Delivery Component team of up to 10 staff, including direct supervision of up to 5 staff and multiple consultants. The number of staff and/or consultants is subject to change depending on project delivery requirements;
  • Preparing drafts of relevant documentation and reports, and participating in developing new projects as assigned;
  • Communicating to small and large audiences about the project’s progress, successes, and challenges;
  • Supporting annual work planning, regular work plan tracking, and resource planning;
  • Supporting quarterly, annual reporting, and other client reporting, as needed/required.

Requirements:

  • Postgraduate degree (or higher) in Public Health, Public Administration, Health Care Management, Medicine, or other relevant discipline;
  • At least 7 years of proven work experience in the area of health system strengthening and/or health reform;
  • Proven experience managing personnel and technical activities;
  • Clear understanding of various health care service delivery models and principles of primary health care reform;
  • Experience working with the Ukrainian government institutions, health care providers, and civil society/non-governmental organizations preferred;
  • Experience working on USAID or other donor-funded projects preferred;
  • General understanding of Ukraine’s health system and reforms;
  • Past experience conducting training courses and facilitating meetings;
  • Strong skills in research, critical thinking, presentation-building and public speaking;
  • Strong project management and coordination skills and ability to plan effectively to meet deadlines;
  • Excellence interpersonal management skills, with proven ability to manage and supervise multiple full-time staff, international consultants, and local consultants;
  • Competency in Microsoft Word, Excel, PowerPoint, and Outlook;
  • Ability to maintain focus and complete high-quality work while under pressure of multiple tasks in a politically-sensitive and fast-paced environment;
  • Excellent written and verbal communication skills in Ukrainian and English;
  • Ability to travel throughout Ukraine;
  • Ability to work outside of standard business hours, on an as needed/required basis.
