Старший неключовий технічний експерт з енергоефективності/Senior Non-key EE Technical Expert (4.2)

Ukraine’s Higher Education Project is looking for a candidate: Senior Non-key Expert to provide support to review of medium quality energy audits and prepare sub-projects descriptions for the following Universities:

• Ivano-Frankivsk National Technical University of Oil and Gas (25 EA reports);
• Odessa State Academy of Civil Engineering and Architecture (6 EA reports).

Duties and Responsibilities:

• Review EAs for incompliances with relevant regulations and develop recommendations on improvements of EA reports for each University;
• Support Universities in updating the EAs, if needed, review data and draft inputs provided by subcontractors or consultants engaged by Universities with the use of own funds;
• Review and ensure compliance of EA reports with the standard template and assumptions used;
• Make recommendations on acceptance of EA reports.

The above tasks shall be accomplished in close coordination with the Universities and PMSU.

Based on updated EA reports, local NKEs, in cooperation with Universities, shall update PIPs and develop sub-projects descriptions. The sub-project description at the minimum shall include:

• List of buildings covered by a sub-project with addresses verified against primary documentation (to be provided by the Universities);
• EE and non-EE measures proposed for implementation;
• General descriptions of proposed EE and Non-EE measures;
• Baseline energy consumption;
• Projected energy consumption after implementation of proposed EE measures and corresponding building class;
• Energy and monetary savings;
• Costs and Investments;
• Key financial indicators (simple payback);
• Environmental benefits – GHG emissions reductions;
• Planned implementation and disbursement schedule;
• Key assumptions used in preparing the EAs and sub-project, including cost of energy resources, cost of investments and other parameters.

The above tasks shall be accomplished in close coordination with PMSU and beneficiary University.

Essential Experience

• At least 7 years’ experience in conducting EABs of buildings, and/or
• Preparation of projects (pre-feasibility studies or similar documentation) aiming at increasing energy efficiency of existing buildings through implementation of EE measures.
• Prior experience in working with international organisations/companies implementing EE projects in Ukraine, is considered as advantage.

Qualifications and Technical Skill:

• Graduate (Bachelor or higher) degree in Engineering, Construction or other technical field from a well-known institution / university;
• Good knowledge of and a good record of practical experience related to EABs;
• EAB certification;
• Good knowledge of and a good record of practical experiences with developing EE projects for thermo modernization of public buildings;
• Ability to prepare reports pertaining to EE area;
• Knowledge of Ukrainian regulations related to Energy Performance of buildings;

• Good English and Excellent Ukrainian communication skills, both written and verbal;

Personal Qualities:

• Excellent interpersonal skills;
• Ability to work on own initiative to build on and develop the job combined with the ability to work effectively as part of a team;
• Highly organised with good attention to detail and developed ability to prioritise multiple tasks to meet tight deadlines and organise works;

• Proven ability to work and establish good working relationships with government and non- government representatives.

Assignment Duration: 5-6 calendar months.

Time Inputs: 62 working days for EAs update and 20 working days for sub-projects preparation. Total 82 working days.

Deliverables/Reports:

• EAs prepared in line with UHE developed methodology/approach and based on single template/assumptions. Brief report on EAs update process (in Ukrainian language).
• PIPs and Sub-Projects descriptions prepared and based on updated EAs for each University (PIPs in English language and Sub-Project descriptions in Ukrainian language).
