GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.

The Senior Training & Curriculum Development Officer is responsible for the development and delivery of a competency-based training program and curriculum for adult learners that focus on knowledge related to organizational capacity building of civil society and community-based organizations, including technical, operational, financial, administrative, monitoring and evaluation, and community level outreach and partnerships practices. The Senior Officer sits within the Partnerships and Capacity Building unit and reports to the Sr. Partnerships Manager. This position is based in Kyiv, with up to 25% travel to the target communities, as required.  

PRIMARY RESPONSIBILITIES: 

Curriculum Development 

  • Conduct desktop research and review of existing training curricula and best practices for training of civil society organizations operating in complex humanitarian contexts, including but not limited to the following topics and best practices: protection, safeguarding and accountability, shelters and settlements, WASH; finance, administration/HR, procurement and logistics, monitoring and evaluation, partnerships and communication and outreach, among other topics related to strengthening civil society. 
  • Develop curriculum (both structure and content) for CSO training program, meeting defined competency and skills requirements, drawing on research and review of existing curricula. 
  • Incorporate learnings and input from key community stakeholders (end users) into the design of curriculum content. 
  • Work within a curriculum development team to design and develop all content for a multi-module participant manual, facilitator manual, and integrated suite of supporting learning and instructional materials, curating/synthesizing existing evidence-based materials and developing new content as needed to fulfill all required competency areas/standards. 
  • Develop assessment criteria, including validated scoring (pre/post-tests) and observation checklists for skills assessments. 
  • Participate in revisions of curriculum based on learnings from pilot training cohort and evaluation results. 

Training and Facilitation 

  • Advise on and participate in recruitment, screening, and selection of pilot training cohorts in target oblasts to ensure qualified cohort representing diverse communities. 
  • Alongside team of co-facilitators, responsible for organization, logistical planning, and delivery of each pilot training session, including both virtual and in-person activities, with support from broader project team. 
  • Ensure each individual participant in the cohort is supported through the entire training cycle and receives appropriate accommodations, as needed. 
  • Participate in implementation of all aspects of participant assessments, including written, oral and skills assessments, and final certification processes. 
  • Document and report on participant attendance, pre/post test scores, documenting feedback throughout the pilot training process. 
  • Collaborate with project leadership and Evaluation Specialist to conduct all required evaluation activities. 

POSITION SPECIAL RESPONSIBILITIES: 

  • Limited local travel to onsite trainings may be required. 
  • Promote a culture of excellence, inclusion, learning, support, diversity, and innovation. 
  • Knowledge of various approaches to education and training including adult learning, blended learning, and non-traditional education. 
  • Training and curricula development in a workforce development context. 
  • Designing curricula to include outcomes and competency assessments. 
  • Development of assessment frameworks, skills standards, or metrics. 
  • Training of instructional personnel and conducting training-of-trainers, including in person and virtual formats 

QUALIFICATIONS  

  • Undergraduate degree and a minimum of four years of related work experience or eight years of related work experience. 
  • At least 3 years conducting community outreach work in complex humanitarian context.  
  • Experience as a Training Facilitator, Training Coordinator or similar role, including in virtual / web-based training. 
  • Experience in developing training(s) for vulnerable populations  
  • Experience designing training curricula for health-related topics strongly preferred. 
  • Excellent communication skills, both written and oral, and the ability to work under pressure with limited guidance. 
  • Knowledge of current Ukrainian humanitarian contexts required, experience working in Chernivtsi and Chernihiv preferred.  
  • Fluency in English, Ukrainian and Russian required.
