Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “STEP IN 2 EU (Support for Trade, Economy, Policies, Institutions, Norms)” to fill the position of the:

Monitoring and Evaluation Specialist (full-time, Kyiv)

(internal SAP code: Monitoring and Evaluation Specialist) 

The programme STEP IN 2 EU is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union and the Kingdom of Norway. The political partner is the Ministry of Economy of Ukraine.

The overall objective of the programme is to improve the economic policy conditions and financing options for the integration of Ukrainian companies into the EU single market. STEP IN 2 EU has four interlinked outputs:  

  1. Strengthened capacities of the Ministry of Economy, the National Bank and other relevant actors for the development and implementation of economic policy reforms in the context of EU accession.  
  2. Implementation measures and processes to promote the integration of Ukrainian companies and financial institutions into the EU internal market.  
  3. Improved location conditions for prioritized sectors in selected regions of Ukraine.  
  4. Improved capacities of selected financial institutions to provide financial services to Ukrainian companies.  

Four teams deliver the programme. They work closely together through joint planning and implementation procedures, permanent platforms and flexible mechanisms.  

A Programme Management Unit forms the interface between the operational teams and the commissioning/funding parties. It is responsible for monitoring and evaluation, knowledge management and external communication while it also supports overall management and steering. The position of the Monitoring and Evaluation (M&E) Specialist is part of the Programme Management Unit and works with all operational teams. It forms a key interface to the Service Unit in the Cluster “Sustainable Economic Development”. 

The M&E Specialist will work in a collaborative set-up alongside an experienced M&E colleague and will be jointly responsible for overseeing the monitoring and data-related activities of the programme. This includes tracking the progress of project interventions, ensuring accurate and timely data collection and analysis, and supporting regular reporting to donors and stakeholders. Good teamwork with all colleagues of the programme is indispensable to further develop and implement the M&E system, ensure high-quality data management, and support result-based management. 

Key responsibilities:

  • Improve the data quality across the programme by introducing modern digitalization and data analysis approaches, in compliance with GIZ data protection regulations.
  • Coordinate and ensure the accurate collection of activity-level data from the programme team.
  • Support the usage of the newly established digital monitoring tool to document project activities and generate real-time dashboards using Power BI.
  • Provide timely, aggregated data and visualizations for internal and external requests at project, cluster, and country levels.
  • Analyze quantitative and qualitative data to generate insights and recommendations that support evidence-based decision-making for the programme team and management.
  • Monitor macro-level data in collaboration with the programme economist and establish linkages with project-level indicators and outcomes.
  • Contribute to the ongoing development and refinement of the programme’s M&E system.
  • Maintain up-to-date M&E overviews such as indicator tracking tools and reporting calendars.
  • Support the monitoring of programme key performance indicators (KPIs) through systematic data collection and analysis.
  • Support reporting processes within a multi-donor framework by ensuring the timely provision data related inputs.
  • Prepare contracts and coordinate external service providers (e.g. market research firms), including technical guidance and quality assurance.
  • Ensure regular updates to data collection and documentation processes in line with current data protection standards and organizational policies.

Required qualifications, professional experience and personal competences:

  • Master’s degree in Economics, Social Sciences, Data Science, Statistics, or a related field.
  • Minimum 2 years of relevant experience in M&E or data analysis within international development cooperation.
  • Strong skills in data visualization and reporting, ideally using Power BI.
  • Experience with statistical software, such as R, STATA, or Python.
  • Strong analytical skills
  • Initiative and creativity in integrating lessons learned into project improvement.
  • Excellent interpersonal skills for working with international teams, partners, and stakeholders.
  • Fluent in English and Ukrainian (spoken and written); German is an asset.
  • Excellent working knowledge of ITC technologies (Microsoft 365 platform).
  • Strong organizational and time management skills.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract’s duration is until 31.12.2027.
