Сonsultant for MOH on communications and coordination of Rehabilitation Centers of Excellence development

REPRESENTATIVE OFFICE OF THE BELGIAN DEVELOPMENT AGENCY “ENABEL” IN UKRAINE is looking for Сonsultant for MOH on communications and coordination of Rehabilitation Centers of Excellence development.

1.  Support coordination of seven Ukrainian clinical multidisciplinary rehabilitation Centers of Excellence (CoEs)

• Updating of educational needs for the seven established Centers of Excellence (CoEs) to include: Acute rehabilitation, including in the ICU,Cognitive rehabilitation (specific institutions: USA (TBD), Sunnaas), Altered state of consciousness, Speech and language therapy, Mild Traumatic Brain Injury (mTBI), Vision loss (collaboration with Norway),Time management and team management
• Training activities implementation – Initiate training activities at Klevan focused on: Spinal Cord Injury (SCI) for second-line SCI High Flow (HF), Urodynamics training for CoEs
• Coordination and support to organisation of both offline & online educational activities for rehabilitation professionals across Ukraine
• Research activities facilitation – Facilitate the initiation of research activities in at least one CoE
• Assist with the development of the 2026 Training plan for CoE
• Support to strategic and policy development for CoE
• Facilitate and support implementation of Partnership with CARF and CoE

2. Communication and cooperation with stakeholders/ facilitating international medical partnership

• Communication with educational entities that provide training for rehabilitation specialists, specialized NGOs and other stakeholders and experts.  Organizing and holding meetings with the above-mentioned entities;
• Support the Ministry of Health of Ukraine in drafting letters, requests, and collecting information; 

3. Administrative support for MOH, in particular the Department of High-Technology Medical Service and Innovations

• Processing operational documents in relation to rehabilitation and/ educational trainings of rehabilitation professionals (concept notes, needs mappings, Project proposals, request letters on partnerships, coordination letters on observerships and in-person trainings in foreign rehabilitation facilities for Ukrainian rehabilitation professionals, etc.)
• Assisting with equipment purchasing (prior needs assessment included)
• Drafting lessons learned reports & recommendations for the next steps in policy implementation and capacity building in the rehabilitation area in Ukraine

4. Support in communication strategy development and implementation

• Preparation of communication materials for the MoH within the rehabilitation area (publications for the official site, Facebook posts, leaflets, etc.)

5. Сoordination of activities connected with pediatric rehabilitation development in Ukraine

• Assist with training activities implementation – support to launch training activities based on the needs identified with rehabilitation professionals to develop the level of rehabilitation provided for children with various conditions in acute, post-acute, and long-term rehabilitation periods (including Okhmatdyt, etc.)
• Support the adoption of selected functional assessment instruments in Ukraine
• Support the launch of the training of trainers (ToT) for rehabilitation professionals in selected functional assessment instruments
• Assist with development of further educational programs to expand knowledge in selected functional assessment instruments among rehabilitation professionals in Ukraine (training, online courses, etc.)

6. Сoordination of activities connected with the development of pain management in Ukraine

REQUIREMENTS FOR THE APPLICANT:

Educational level:  Master’s degree in a health-related, managerial, legal, or communication field.

Relevant experience in the health sector would be considered an asset.

Experience – for all 5 areas – at least 2 years

1. Proven Experience in Medical Education Development

• At least 2 years of experience in the development or implementation of trainings for Health specialists (e.g., Physical Therapy, Occupational Therapy, Prosthetics & Orthotics, Speech and Language Therapy, rehabilitation would be an advantage).

2. Experience in Policy Analysis and Strategic Planning– at least 2years

• Demonstrated ability to analyze national health and education policies, propose reforms, and contribute to strategy documents in the field of rehabilitation. 
• Previous participation in drafting legal or regulatory documents related to education and health professions is highly desirable. 

3. Project Management Experience– at least 2 years

• Experience leading or coordinating pilot projects, especially those involving multiple stakeholders or international experts. 
• Proven track record in report writing, monitoring & evaluation, and project documentation. 

4. Advisory/Consulting Experience– at least 2 years

• Experience providing technical assistance or consultancy services to Ministries of Health or Education, international organizations, or donor-funded projects. 
• Ability to conduct situational and gap analyses and make actionable recommendations. 

5.  Stakeholder Coordination and Engagement– at least 2 years

• Skilled in multi-sectoral coordination, including collaboration with governmental bodies (MoH, MoES), educational institutions, testing and qualification agencies, NGOs, and international partners. 
• Experience facilitating workshops, consultations, and stakeholder meetings. 
• International Collaboration Experience
• Engagement with international rehabilitation experts or participation in global education development initiatives is a strong asset. 
• Familiarity with international standards in rehabilitation education (e.g., WHO, WFOT, WCPT guidelines).

Knowledge of adult learning principles is an added advantage.
