Global Communities is seeking qualified consultants for USAID-funded Decentralization Offering Better Results and Efficiency Program (DOBRE):
POSITION: Municipal Solid Waste Management, public outreach and engagement Consultant
PERIOD OF PERFORMANCE: August-December 2021
PLACE OF PERFORMANCE: Consolidated Communities (CCs) located in Chernigivska and Chernivetska oblasts
LOE (Level of Effort) DAYS: up to 20 LOE days (2 CCs, 10 days per CC), up to 2 field visits to each CC
OBJECTIVE:
Decentralization Offering Better Results and Efficiency (DOBRE) Program is implemented by the international organization Global Communities, and funded by the United States Agency for International Development (USAID). The Program is working to enhance good local governance and create improved conditions for the development of consolidated communities (CCs), increase citizen engagement in decision-making, and ensure accountability and transparency in public administration.
In 2016 USAID DOBRE Program started operating in 7 target Oblasts: Dnipropetrovsk, Ivano-Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolayiv, and Ternopil (Cohort 1-3). Since June 2020, DOBRE Program hs been operating in three more Oblasts: Zaporizhzhia, Chernivtsi, and Chernihiv (Cohort 4 CCs).
Currently, the USAID DOBRE Program is assisting Cohort 4 CC with an elaboration of Service Delivery Improvement Plans (SDIPs). Based on strategies and findings of the citizen opinion survey Cohort 4 CCs selected priority services for improvement and created working groups (WG) from among representatives of СС. Nowadays, CCs elaborating mid- or long-term Service Delivery Improvement Plan and applications for the first priority SDIP project.
Selected Consultant will work in DOBRE partner community that considered the Solid Waste Management as a first priority for improvement.

The range of activity embraces:
Particularly, the Consultant will work closely with established WGs, municipal authorities, citizens.
The Consultant will assist communities to elaborate Service Delivery Improvement Plan (SDIP) on SWM, to plan and ensure Public Outreach and Engagement activity. The Consultant will work with DOBRE Kyiv and Regional Offices Staff and/or other consultants committed to establishing SDIP in amalgamated communities. Particularly, the Consultant will work closely with established WGs, municipal authorities, citizens.
Task 1 – Baseline study and analysis, development recommendations on source reduction and recycling
- Set contacts with local authorities, SWM service providers, DOBRE Youth Group, Service Delivery Working Groups and other formal and non-formal citizens groups.
- Collect and analyze information on SWM system in communities and plans for its development.
- Consulting support of Service Delivery Working Groups in communities to define long-term goals of SWM system improvement, objectives and tasks, indicators, comply Action Plan and prioritize projects.
- Development of methods of source reduction and promotion of recycling mechanisms with broad participation of the community residents aimed to make the process of waste separation routine in waste management.
- Developing pilot/ promotional projects on recycling (if required).
LOE – 10 days for 2 communities, including 2 field visits (1 visit to each community)
Task 2 – Development of Communication Plan on Solid Waste Management information and education campaign
- Identification of the communication goals and principles aimed changing behavior.
- Definition of target audience (stakeholders) and communication methods for the campaign on SWM with emphasize on DOBRE Youth Group, schools and colleges.
- Formulation of the SWM information and education campaign aim and objective, key messages.
- Choosing the most appropriate events for different stakeholders including schools, community groups, condominiums, etc.
- Agreeing and maintaining an annual calendar and action plan.
- Development of system for Monitor and evaluate services and communications campaigns using methods such as feedback and evaluation forms, questionnaires, focus groups and possibly new media tools such as online polls.
- Amending communication plan with communication methods selected.
LOE – 10 days for 2 communities, including 2 field visits (1 visit to each community – if required)
TOTAL LoE – 20 Days, including 4 field visits (up to 2 visits to each community)
Deliverables
In each assigned DOBRE partner community, the selected applicants will be expected to produce deliverable(s) related to the specific Task(s) described above:
- Recommendations on source reduction, recycling mechanisms and pilot/ promotional projects on recycling.
- Information and Education Campaign Communication Plan, including objective, messages, target audience groups, communication methods, Action Plan, Monitoring and Evaluation Plan, information materials.
- Report on consultancy input including success stories, challenges and lessons learnt.
Global Communities will select consultants on the basis of the following criteria:
- Previous experience in planning educational and communication campaigns in solid waste management
- Knowledge of strategic planning and approaches to sustainable service delivery
- Moderation and facilitation skills
- Experience in organizing and moderation of public meetings
- Higher education in social sciences, communications, international relations, politology, law, or adjusted disciplines
- Native Ukrainian (oral and written)
- Experience in conducting online trainings (Zoom, MS Teams, Google docs and other online tools)
- Experience in public opinions would be an advantage
- Knowledge of English at the working level would be preferable, but not required.
