Competitive Economy Program

Chemonics International, a global consulting and international development firm, seeks a Business Enabling Environment (BEE) Advisor for the USAID-funded Competitive Economy Program. This five-year program encourages startup businesses and small and medium sized enterprises, increases domestic market competition, and supports the competitiveness of Ukrainian firms in international markets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The BEE Advisor will support the implementation of a broad array of program activities related to promoting an enabling environment in Ukraine that encourages firms to invest and grow. This will include engaging local stakeholders in advancing the business climate reform agenda through mobilization of local expertise to identify legal, regulatory, and administrative barriers; providing technical assistance to support the implementation of reforms; and guiding advocacy by businesses, industry associations, and other NGOs that seek to improve Ukraine’s business enabling environment.

The BEE Advisor will also provide input on the design of grant activities to engage local NGOs in project activities, as well as support the program’s BEE team to design and implement interventions advancing sound competition policy and institutions through providing technical assistance and training to competition policy-related government agencies and the private sector. The BEE Advisor will work as a team member to implement strategies related to business enabling environment reforms, which will include close coordination with technical specialists focused on other program components, project leadership, and other teams within the project.

The BEE Advisor should have the following experience and qualifications: 

  • University degree in law, economics, business administration, or related field. Advanced degree preferred.
  • At least three years of experience working in Ukraine advising government, non-governmental, and donor organizations on BEE reform strategies that promote transparency, fairness, and a level playing field.
  • Effective cross-cultural interpersonal and communication skills
  • Demonstrated ability to resolve higher level work and issues with senior host-country counterparts, donor representatives, and senior-level USAID staff.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in Ukrainian and proficiency in English.
