Remuneration: Fees are subject to negotiation in line with market rates

Project Description:

The project is designed to provide a set of strategic stabilisation measures centred on supporting Ukrainians – military and civilians – who experienced occupation and captivity or are still in detention, enhancing the operationalisation of IHL standards by Ukraine’s security agencies, and overseeing programming in Mental Health and Psycho-Social Support (MHPSS).

About the Work:

The Resilience Services and Support Lead will run one of the project’s three project workstreams. The Lead is responsible for strategy, ensuring coherence across a broad range of activities within their workstream, overseeing activity and implementation, building stakeholder relationships, and mapping partners and experts to design, deliver, and adapt project interventions to contribute to project’s strategic objectives. The Workstream Lead is one of the key members of the project team responsible for integrating activities with other workstreams and deconflicting with partners. The Workstream Lead will be supported by project staff and short-term advisors.

Key Responsibilities:

  • The Resilience Services and Support Lead will:
  • Lead the Workstream delivery of approved interventions managing short-term experts and partner organisations.
  • Expand the project’s networks and build relationships among security actors in Kyiv and in SSSP target geographies, oblast/Hromada institutions, CSOs, and stabilisation actors. A particular focus will be on building relationships with security actors, public institutions, and civic initiatives helping the Ukrainians who experienced occupation and/or captivity.
  • Design new project interventions in line with agreed and prioritised areas of work and the overall project strategy.
  • Design integrated activities with PFRU-2, working with them to proactively identify opportunities for ODA/NODA synergy.
  • Lead on collecting data and outcome harvesting for project interventions with support of the MEL Lead.
  • Participate and contribute to SSSP Quarterly Strategic Review meetings to ensure Workstream objectives remain relevant and contribute to SSSP strategy.
  • Provide inputs to Quarterly and Annual reports in compliance with the FCDO requirements.

Key Deliverables:

  • Update the workstream strategy and plan regularly.
  • Develop and draft intervention concepts.
  • Contribute to the stakeholder database of prioritised partners
  • Maintain ongoing engagement with security actors to have in-depth understanding of evolving needs, working closely with other project colleagues.
  • Agreed process and demonstrable results of integration with PFRU-2 e.g. mutually reinforcing projects, joint work with similar beneficiaries, in the same geographies, etc.
  • Developed and agreed Workstream change pathway and results framework with the project RMEL Team.
  • Inputs and contributions to project reporting, including sections demonstrating progress and lessons under the Workstream.

Qualifications and Experience:

  • A minimum of 8 years in a leadership role in complex, multi-stakeholder projects in conflict, stabilisation, or governance sectors.
  • A Master’s degree in a related field (such as International Relations, Conflict Studies, Security Studies, Political Science) is desirable.
  • Thematic experience and existing networks in leading and delivering projects in at least 2 areas and sound understanding across the following areas:
  • Support of POWs and/or people who experienced captivity or currently missing / in detention with a particular focus on tracing, support provision while in detention, and reintegration of released civilians and POWs
  • Support of Ukrainian security agencies investigating IHL breaches
  • Mental Health and Psychosocial Support
  • Strong strategic thinking and prioritisation skills.
  • Strong networks, and / or the ability to deepen relationships with a broad range of experts and partners, particularly in the military and security areas.
  • Experience designing and delivering project activities and managing project teams and delivery partners.
  • Security awareness and experience working on projects where security-sensitive activities are critical.
  • Proficiency in impact assessment tools and real-time adaptive learning mechanisms.
  • Excellent written and verbal communication skills.
  • Highly organised with a strong attention to detail and problem-solving ability.
  • Proven ability to work under pressure and manage multiple priorities simultaneously.
