The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. Employment with NRC may lead to employment in or deployment to Regions, Countries, Areas or Offices that may be host to considerable health, safety and security risks. NRC takes this very seriously and we have procedures in place to reduce known risks, but will never be able to take away all risks. NRC requires staff members who travel on an international contract to the field to undergo an medical examination with our medical provider. Employees must produce a Health Clearance Certificate before departure stating that there are no relevant health concerns. If staff are unable to provide this, NRC reserves the right to terminate the Contract of Employment.

NRC Ukraine is looking for Advocacy Technical Officer (HLP) in our office in Kyiv.

Role and responsibilities

Generic responsibilities

  • Ensure compliance with NRC policies, guidelines, standards, and donor requirements
  • NRC specific technical responsibility for the implementation, quality control, monitoring, project documentation, and tracking of financial expenditures for technical activities of NRC projects
  • Provide specific technical support and capacity building towards project staff
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist
  • Contribute to specific protection risks and needs analyses
  • Contribute to designing of protection response to identified risks and needs.

Specific responsibilities

  • Legal and policy research and analysis on various HLP-issues both under International Law and the national legal framework;
  • Drafting advocacy tools and technical documents (legal reports, briefing notes, technical notes, position papers, case studies, guidance and roadmaps etc.);
  • Monitor the political, legal, social, and economic environment in the HLP sphere and identify key trends and concerns for CAP, including IDPs;
  • Organizing different public events as workshops, roundtables, and other advocacy, coordination, or capacity building events on the HLP-file and participation in such events on behalf of NRC;
  • Prepare and develop reporting documents (weekly, monthly reports, reports, and MoMs on internal and public events);
  • Сooperate and communicate with central- and regional-level stakeholders on HLP matters;
  • Provide support to HLP TWG in the preparation of meeting minutes, reports, background materials, and other relevant documents.
  • Support coordination of the HLP TWG by managing core information tools and services, including collecting, processing, integration, storing, and publishing relevant documents and data on housing, land, and property issues in Ukraine
  • perform any other tasks as requested by HLP Coordinator

Competencies

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

  • 2+ years experience from working on positions with similar duties and responsibilities
  • Documented results related to the position’s responsibilities

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Very strong knowledge of the Ukrainian context
  • Thorough understanding of legal framework for housing, land and property (HLP) rights under international and national law
  • Fluency in Ukrainian, Russian and English is a must.
  • Higher level legal education in the field of law, international law, international relationship, political science.
  • Knowledge of the software programs (MS Word, Excel, PowerPoint)

  • Type of contract: 1 year contingent upon availability of funds
