Project Summary: 

 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Background:

SACCI is seeking to enhance its government and non-governmental communications as the project transitions to Year II of operations. In the time-period between August and November 2018, SACCI is seeking external expertise to help the team develop and manage a number of work-streams with both SACCI champion institutions (Ministry of Infrastructure, Ministry of Health, Sumy Oblast State Administration, Municipality of Drohobych and other, potential, champions for Year II), and the CSO counterparts. The position also envisages extensive coordination with the SACCI core beneficiary, the Secretariat of the Cabinet of Ministers of Ukraine (SCMU) and other USAID-family projects and initiatives.

 

Position Summary:

SACCI seeks a senior-level communications and media-relations expert who is able to assist the project with the following areas of interventions (specified in the deliverables’ table below):

  • Boosting government communications capabilities;
  • Implementing anti-corruption awareness, educational, and advocacy campaigns with champion institutions and external actors;
  • Serving as ad interim quality-controller on SACCI communications products.

 

Expected level of effort: not to exceed 65 expert days.

Task #1

Boosting government communications capabilities

 

  • Support implementing Anticorruption Communication Strategy and Action Plan for 2018 (according to the schedule for implementation), produce inputs into 2019 draft Action Plan;
  • Build communication capacity and skills of the SACCI champion institutions, including analysis of communications regulations and practices inside the institutions, as well as contributing to and managing the assessment of effectiveness of communications campaigns in the last 12 to 18 months with one of the selected institutions;
  • Manage the process of developing and testing an online training course of anticorruption communication in close collaboration with SACCI partner, International Media Solutions (IMS). Supervise the quality of the works and contribute substantially to the contents of the course.

 

Task #2

Implementing anti-corruption awareness, educational, and advocacy campaigns with champion institutions and external actors

 

  • Work with the champion institutions to finalize / review the communications plans for the rest of 2018 and discuss longer-term perspectives for SACCI Year II of operations;
  • In collaboration with the champion institutions, design Scopes of Work for outside contractors (PR agencies) based on the findings of the SACCI Value-Based Study and supervise the quality of the works under the contracts;
  • Supervise, on behalf of SACCI, communications campaigns jointly designed with other USAID-family projects or by SACCI partner-CSOs.

 

Task #3

Serving as ad interim quality-controller on SACCI communications products

 

  • Produce, as necessary, SACCI communications products (for instance, Facebook content, SACCI-generated press-advisories or talking points);
  • Manage the SACCI contract with a web-development company for the web-portal, upon approval of the concept by USAID;
  • Manage other SACCI STTA consultants and contractors in the area of communications and serve as a clearing-house for their products prior to submission to SACCI management team;
  • Work closely with other SACCI team-members to provide advice and guidance on SACCI positioning and public appearances.

 

 

 

Qualifications:

 

  • Specialist/Master’s degree or higher in Journalism, Communications or other relevant area;
  • Confirmed experience of work with government institutions on issues of communications / public relations;
  • Over 10 years of experience in media production (television, radio or print);
  • Over 5 years in management of teams;
  • Excellent writing and public presentation skills;
  • Fluency in Ukrainian and Russian required. Strong English language knowledge is a must;
  • Prior experience with USAID or other international donor funded projects is preferred.
