Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:

The Communications Team Leader will provide leadership and manage SACCI communication activities in support of and across all project components. S/he will lead SACCI activities to build the communications and outreach capacity of Ukrainian counterpart institutions on the national, regional and local levels to develop and implement effective anticorruption communication strategies. The Team Leader will lead SACCI efforts to build capacity and skills of mass media outlets to responsibly report on corruption and anticorruption and to engage citizens. The Team Leader will oversee activities of the SACCI key partners in the communication field and provide technical guidance to SACCI grantees and sub-contractors on implementing communication initiatives to reduce citizen tolerance of corruption. The Communication Team Leader will contribute to the SACCI program activities planning and reporting and coordinate closely with other project teams and contribute to overall project success.

 

Responsibilities:

  • The Communications Team Leader responsibilities include but are not limited to:
    • Provide technical oversight of and work closely with the SACCI communication partner organizations in supporting selected governmental institutions on the national and regional/municipal levels by building their communication capacity and skills and assisting with the development and implementation of effective communication strategies. Also includes development and implementation of communications products such as PSAs, public education campaigns and outreach materials.   
    • Provide strategic direction for and technical oversight of communication activities in support of SACCI civil society and youth- programs.
    • Lead the SACCI effort in supporting the Government of Ukraine in implementing the National Anticorruption Communication Strategy and Plan by building the capacity of the communication personnel of the governmental institutions.
    • Provide technical input to and oversight of communication activities implemented by SACCI grantees and subcontractors.
    • Lead the development and implementation of the SACCI communication strategy including with the use of the social media and the project website to increase outreach to stakeholders and access to program resources. Provide technical oversight of the development and management of the content of the SACCI website and social media presence (Facebook, YouTube, etc.) to increase outreach to stakeholders and access to program resources.
    • Identify key accomplishments, learning opportunities, and findings of SACCI activities and deliverables to highlight through communications channels and products to increase the accessibility and utilization of project information.
    • Facilitate the production of customized products such as data visualizations and infographics, videos, and other communication products related to project activities and anti-corruption reform.
  • Contribute to the development of high-quality project documents, deliverables and reports and timely submission including the project annual work plan, periodic reports as well as special reports and deliverables such as project fact sheets and success stories, special reports, and any other reports or deliverables.
  • Supervise and manage a team of SACCI communication staff and partner organizations including programming, planning, monitoring, and reporting.
  • Contribute to monitoring and reporting on achieved results and reached targets.
  • Demonstrate diplomacy and leadership to foster an atmosphere of teamwork productivity, creativity, fairness, equity, and innovation, and support for diversity.
  • Provide technical support to short-term consultant missions in Ukraine.

 

Qualifications:

  • Higher education in communications or a related field.
  • At least five years of relevant experience conducting strategic communications activities on the issues of public social and political concerns.
  • Experience working with governmental and civil society institutions in developing and implementing effective and innovative communication activities.
  • Demonstrated understanding of communicating the key public policy issues including anti-corruption to different audiences.
  • Demonstrated experience in managing complex communications projects/initiatives and communications campaigns.
  • Demonstrated ability to manage production of communications products within tight timeframes.
  • Familiarity with computer graphic applications, for example: Adobe Photoshop, Illustrator, InDesign, Piktochart, Prezi, etc. is an asset.
  • Familiarity with USAID communications procedures and products an asset
  • Highly motivated, energetic, independent and self-starter.
  • Ability and wiliness to travel within Ukraine.
  • Excellent organizational, communication, and teamwork skills.
  • Fluency Ukrainian and proficiency in English required.
