Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:

MSI is seeking a short-term Legal Adviser for the initiative of the Ministry of Health “Reforming the system of sick leave certificates circulation including deployment of the eRegistry”. The position assumes participation in the work of the relevant Interagency Working Group, participation in legal drafting to ensure regulatory changes on ministerial, interagency and CMU levels.

The expert will work closely with the SACCI program team.

S/he is expected to travel to several regions of Ukraine. The assignment is expected to start mid-December 2018. The anticipated level-of-effort for this assignment is 155 expert days until 2 December 2019.

Responsibilities:

In consultation with the SACCI team, the expert will:

  • Analyze the regulatory framework that guides the system of circulation of sick leave certificates and related processes;
  • Study and analyze processes that are related to processes in the system of circulation of sick leave certificates;
  • Draft regulations for deregulation of the circulation of sick leave certificates and related processes;
  • Participate in the inter-ministerial working group with representatives of state authorities to draft legal acts on deregulation of the circulation of sick leave certificates and related processes;
  • Support public discussion of drafts of legal acts on deregulation of the circulation of sick leave certificates and related processes;
  • Develop amendments to Cabinet resolutions, Orders of the Ministry of Health, the Ministry of Social Policy, Social Insurance Fund, Pension Fund of Ukraine;
  • Analysis of compliance of legal or/and regulatory changes elaborated by the interministerial working group members and other stakeholders with the Laws;

Qualifications:

  • Master’s degree and or specialist’s degree in Law;
  • At least four (5) years of experience working in the fields of law, preferably in public health institutions, non-government, government sectors or with international organizations;
  • Demonstrated strong knowledge in legal research and legislative drafting process, summarize the findings into drafts of legal acts, reports and analytical papers;
  • Demonstrated ability to moderate events/conduct interviews;
  • Excellent organizational skills to meet deadlines;
  • Fluency in Ukrainian and Russian required. English language knowledge is an asset.
