Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:

MSI is seeking a short-term Anti-Corruption Analyst to assist SACCI team in identifying program counterparts among governmental institutions on the regional level through rapid assessment, according to the established criteria. The Anti-Corruption Analyst will work closely with the SACCI program team. S/he is expected to travel to several regions of Ukraine. The assignment is expected to start in mid-October 2018 and be completed by mid-November 2018. The anticipated level-of-effort for this assignment is up to 20 days.

Responsibilities:

In consultation with the SACCI team, the Anti-Corruption Analyst will:

  • Conduct desk research and consultations with experts regarding regions/municipalities as prospective SACCI program recipients, using criteria established by SACCI. The expert will also review and, if necessary, update findings that were produced by SACCI in October 2017 on prospective oblasts / municipalities;
  • Travel to selected regions / municipalities together with SACCI project team, conduct meetings and gather information;
  • Draft notes from each meeting and provide a summary report with recommendations for selecting up to 5 regional institutions (oblast state administrations / municipalities) to serve as SACCI recipients, including a list of recommended finalists and reserve list entities.

Qualifications:

  • Master’s degree and/or Specialization in Political Science, Public Policy, Public Administration or other applicable social sciences field;
  • More than three (3) years of experience working in the fields of anti-corruption, transparency, and integrity within the non-government or government sectors;
  • Demonstrated ability to work with social research methods, including work with focus groups, questionnaires, and summarize the findings into reports and analytical papers;
  • Demonstrated ability to moderate events/ conduct interviews on sensitive issues;
  • Excellent organizational skills to meet deadlines;
  • Prior experience with USAID-funded projects is preferred;
  • Fluency in Ukrainian and Russian required. English language knowledge is an asset.
