Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:

MSI is seeking for a short-term consultant to assist SACCI to identify program counterparts among governmental institutions on the national and regional levels through rapid assessment according to the established by SACCI criteria. The consultant will work closely with the SACCI program team. This task requires trips to several regions of Ukraine.  The assignment is expected to start in early October. The total number of day will not exceed 25 days.

Responsibilities:

In consultations with the SACCI team:

  • Phase 1:
    • Identify national and regional level governmental institutions for conducting rapid assessment
    • Conduct at least two meetings (senior and mid-level management) with each candidate institution
    • Conduct at least two validation meetings with external stakeholders (watchdog CSOs, sectorial associations or other actors, etc.)
    • Provide SACCI with the report (no more than 5 pages without annexes) summarizing finding and providing recommendations.
  • Phase 2:
    • Conduct desk research and consultations with experts regarding regions/municipalities as prospective SACCI program recipients using criteria established by SACCI. Recommend a maximum of 4 regions for rapid assessment
    • Develop trip schedule and list of stakeholders to meet with in the regions
    • Draft interview guide to be used for interviews in the regions
    • Travel to the regions together with SACCI project team, conduct meetings and gather information
    • Provide notes from each meeting and a summary report with recommendations for selecting institutions to serve and SACCI recipients

Qualifications:

  • Specialist/Master’s degree in Political Science/Public Policy/Public Administration or other applicable social sciences field.
  • Over 3 years of experience in anti-corruption, transparency and integrity in the non-government or government sectors.
  • Demonstrated ability to work with social research methods, including work with focus groups, questionnaires, and summarize the findings into reports and analytical papers.
  • Demonstrated ability to moderate events / conduct interviews on sensitive issues.
  • Excellent organizational skills to meet deadlines.
  • Prior experience with USAID-funded projects is preferred.
  • Fluency in Ukrainian and Russian required. English language knowledge is an asset.
