SCOPE OF WORK 

USAID Transformation Communications Activity 

Job Title: Monitoring, Evaluation and Learning (MEL) &Reporting Assistant

Estimated Period of Performance/Level of Effort: Short-term (till April 2025)

Background:

The USAID Ukraine Transformation Communications Activity (TCA) is a six-year Activity whose purpose is to partner with the Government of Ukraine (GOU), private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration. The objectives of the Activity are to equip USAID and its partners to conduct data-driven communications; increase the quality and quantity of strategic communications on reform dividends; and broaden the use of social impact content by Ukraine’s civic leaders and creative sector. The activity is scheduled through June 2026.

General Provisions

This is an entry-level position. We are seeking somebody who is willing to learn, attentive to detail, and possess great attitude. It is a short-term position until April 2025. Reporting to the MEL & Reporting Manager, MEL & Reporting Assistant will support project MEL activities ensuring accurate and timely data collection and data verification for performed project activities, through established procedures. MEL & Reporting Assistant will also support MEL & Reporting Team in regular and ad-hoc project reporting.

Principal Duties and Obligations (Essential Functions)

As MEL & Reporting Assistant, the Employee is responsible for the following principal duties and obligations:

  • Support accurate and timely data collection for performed project activities, following established MEL procedures and ensure common understanding among teams on data collection expectations.
  • Conduct primary data verification according to requirements of USAID ADS 201 and ensure quality of data collection.
  • Maintain records on the program’s indicators. 
  • Assist in tracking activities and results per activity.
  • Assist in maintaining program’s information systems accounts, including upload of data obtained from technical teams and third parties (e.g., grantees, subcontractors). 
  • In cooperation with the MEL & Reporting Team provide technical MEL assistance to grantees and subcontractors during activity development and implementation in coordination with other staff.
  • Support the MEL & Reporting Team in ensuring overall quality of the established MEL system.
  • Supporting MEL & Reporting Team and technical teams to ensure necessary inputs are provided for weekly, monthly, quarterly, annual, and ad-hoc USAID reporting.
  • Supporting the MEL & Reporting Specialist in responding to requests from project staff, Chemonics, or USAID. 
  • Conducting periodic site visits and attend TCA supported events and activities to collect data for monitoring and evaluation and document site visits in the database and through photographs, focus groups discussions, observations, stakeholder meetings, etc.
  • Perform other duties as required or assigned.

Required Skills and Qualifications:

  • University degree or currently obtaining higher education in communications, marketing, sociology, mathematics, data analysis, economics, or a related field is required.
  • Demonstrated analytical ability and understanding of local, regional, and national political context, with the ability to think creatively required.
  • Attention to detail, versatility, and integrity.
  • Advanced skills in Microsoft Word and Excel.
  • Demonstrated professional excellence, ability and willingness to learn.
  • Fluent written and oral Ukrainian, proficient written and oral English required.
  • Effective interpersonal skills and demonstrated ability to resolve assigned tasks in a timely manner.
  • Prior experience in working with data collection and verification preferred.
  • Experience in Monitoring & Evaluation preferred, or willingness to learn and professionally develop in the sphere.
  • Willingness to learn usage of modern tools on data analysis and visualization. 
  • Experience with report and/or analytical materials writing preferred.
