USAID Competitive Economy Program

Chemonics International, a global consulting and international development firm, seeks a Monitoring, Evaluation, and Learning (MEL) and Gender Manager, full-time position, for the USAID-funded Competitive Economy Program. This five-year program will encourage startup businesses and small and medium sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The MEL and Gender Manager, as the leader of the project’s monitoring and evaluation efforts, is responsible for setting up and overseeing the project’s M&E system, collecting and assessing indicator data, and developing appropriate models and tools for data collection and analysis. S/he is responsible for measuring impact, providing data for continual improvement of activity effectiveness, facilitating adaptive learning, and supporting USAID internal reporting needs. S/he will train and coordinate any MEL specialists/assistants, as well as other project staff and visiting consultants involved in MEL reporting. S/he will perform data analyses, generate reports of findings, and contribute to project reporting requirements and project communications products.

As the project’s point of contact for gender and inclusion, s/he will coordinate with all technical, grants, and operational team members to integrate gender into the design and implementation of project activities. S/he will work closely with the CEP team to assess the needs of government counterparts, private sector partners, and non-governmental organizations to develop solutions to promote gender equity in programming. S/he will identify gaps in knowledge and information needed to ensure that gender is appropriately reflected in CEP program strategies and activities, and will define steps needed to fill gaps, including identification of training and research needs. S/he will collect and analyze gender disaggregated data and other information to support the MEL plan and highlight achievements in gender integration.

The required and/or preferred qualifications for the MEL and Gender Manager position are:

  • Post-graduate degree in monitoring and evaluation, statistics, economics, international development, or relevant area;
  • Experience in a similar position in terms of the job tasks and responsibilities outlined above, previous experience working in a development context, experience working with government representatives, donors, and non-governmental organizations;
  • Five years of work experience developing and implementing monitoring evaluation systems and completing M&E reporting;
  • Experience in designing and implanting gender programming, and experience with gender programming related to economic development preferred;
  • Strong analytical skills, including experience using statistical software and data visualization applications preferred;
  • Demonstrated professional excellence, excellent communication skills and writing ability; and
  • Effective cross-cultural interpersonal skills.
