Background

Ukraine’s Cohesion and Regional Development project, UCORD is implemented with the support of Switzerland via the Swiss Agency for Development and Cooperation through NIRAS Sweden AB.  

UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Volyn and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide. UCORD consists of three components: 

Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.

Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.

Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.

In this context, under Component 1, to support the development of regional policy tools UCORD is looking to engage an Account Managers for implementation at the National and Regional Levels of Unified Geographic Information System for monitoring and evaluating the development of regions and territorial hromadas (GIS RD), who are expected to perform the following tasks: 

• The expert will provide prompt support and advisory services to responsible persons in the oblast state administrations, regional development agencies and communities of the assigned oblasts to ensure effective use of GIS RD. 
• The expert will facilitate raising knowledge among users of GIS RR in designated areas (especially representatives of local self-government bodies and regional state administrations), informing them about the system’s capabilities and encouraging them to update data. 
• The expert will coordinate and conduct training events (trainings, seminars) on using GIS RD for employees of the respective OSAs, regional development agencies and community representatives; together with content developers, ensures quality preparation of training materials 
• The expert will facilitate the completion of strategic documents in the GIS RD: assists in entering data from regional and local development strategies (including creating profiles of corresponding territories). 
• The expert will verify the quality and relevance of data entered into GIS RD in their defined oblasts, and logs and reports any identified errors or inaccuracies to the system support teams. 
• The expert will identify and consolidate issues, needs, and suggestions of GIS RD users in their defined oblasts; formulate recommendations for improving the system or usage processes, and communicate them to the project team 
• The expert will document lessons learned and best practices from implementing GIS RD at the local level, prepare reports on the outcomes of work in the oblast, and submit them to regional and national management. 

Candidate Qualifications

Education & Knowledge:

• A master’s degree in economics, geography, public administration or a related field

Experience: 

• At least three years of experience in economics, geographical research or public administration
• Proven experience in using or development GIS systems
• Proven experience in working with local authorities, executive authorities at the state and local levels, providing consultations on issues of local self-government, administrative-territorial organization, and regional policy
• Experience in drafting development plans and programs, knowledge of regional policy legislation

Skills: 

• Knowledge of the administrative and territorial structure, regional differences in the development of regions and territorial hromadas  
• Experience in developing and writing regional development strategies, development strategies for territorial communities 
• Ability to organize and deliver consultative processes with a wide range of stakeholders, with a special attention to regional government entities and local self-government 
• Ability to organize the process of training in the use of GIS systems or other information systems at the regional and local levels

• The expert will collaborate with the UCORD Component 1 Leader to ensure that the platform meets the needs of key stakeholders in the targeted areas;
