Local Economic Development Officer for USAID DOBRE program/ Фахівець з місцевого економічного розвитку в програму USAID DOBRE

Global Communities implementing  Decentralization Offering Better Results and Efficiency program (DOBRE) funded by USAID is looking for Local Economic Development (LED) Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Local Economic Development (LED) Program Officer will work closely with and support the Local Economic Development Specialist and Expert to design and implement training and assistance activities that support community LED team efforts to improve the local business environment, stimulate entrepreneurism, develop the workforce, and attract new investment.  The LED Program Officer will  also, under the supervision of the LED Specialist, help identify, mobilize and manage international and local experts and organizations recruited to deliver the training, consulting, and advisory services needed for the community LED teams to achieve their goals and objectives outlined in their LED programs.       

SPECIFIC JOB RESPONSIBILITIES

  • Assisting the LED Expert and LED Specialist in the development of the local economic development program, designing materials and working closely with counterparts in amalgamated territorial communities.
  • Aiding in designing interventions aimed at meeting targets.
  • Providing input to program workplan and program budgeting as requested.
  • Providing ongoing administrative and some technical input to the program.
  • Helping organize program LED events for counterparts in amalgamated territorial communities, partner organizations and consultants.
  • Liaising with regional Program Officers on LED tasks and projects.
  • Communicating with partner organizations, consultants, grantees and program beneficiaries, disseminate program updates and collect input.
  • Managing contracted local and international organizations and consultants to ensure quality delivery of tasks and services.
  • Coordinating with other technical components to aid cohesion among program interventions.
  • Communicating with DOBRE program beneficiaries, disseminating program updates and collecting input.
  • Drafting program highlights, summaries, and weekly reports.
  • Organizing and maintaining files and records for LED component.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to establish strong working relationships with partners, consultants, local government officials, business leaders, representatives of education, civil society and international donors.
  • Must have Professional level English ability — both written and oral.
  • Professional-level Ukrainian and Russian communication skills. 
  • Experience working/co-operating with business, NGOs, and local governments
  • Relevant experience in project management, local economic development, capacity building/training.
  • Ability to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
  • Strong team player.
  • Excellent communication skills.

EDUCATION and/or EXPERIENCE

  • Master’s degree in economic development or related field.
  • At least 3 years of experience in local economic development or related field.
  • Successful track record in advising local governments on local economic development strategies and related issues.
  • Relevant experience in capacity building/training.

LANGUAGE SKILLS  

Must have professional-level English, both written and oral. Professional-level of Ukrainian and Russian communication skills required. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.  

WORKING CONDITIONS 

Ability to work effectively on computer.

Must be able and willing to travel frequently to regional offices and program sites throughout Ukraine – subject to epidemiological situation
