Background  

Ukraine’s Cohesion and Regional Development Project, UCORD, is a technical assistance project is implemented with the support of Switzerland through the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.   

UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Odesa and Volyn oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide. UCORD consists of three components:  

Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.  

Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.  

Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.   

Introduction 

To ensure the effective implementation of activities planned within Component 3, the UCORD team seeks a Short-Term Project Assistant – Culture, Social Cohesion and Citizen Engagement to provide administrative and coordination support. 

Within this component, three grant programmes were launched in 2024–2025 in the fields of culture and tourism, social cohesion, and creative industries. In addition, several public events and networking activities are planned to promote dialogue and collaboration among stakeholders. 

Project Assistant – Culture, Social Cohesion and Citizen Engagement will be actively involved in the programmatic aspects of UCORD activities within Component 3, supporting timely and high-quality implementation of the outputs, effective coordination with partners of different levels, and proper documentation of results. 

Scope of Work 

The Project Assistant – Culture, Social Cohesion and Citizen Engagement will support the Component 3 team in the implementation of activities focused on culture, social cohesion, and citizen engagement. The role includes day-to-day assistance in coordination, communication, documentation, and logistics related to grant programmes, events, and other component initiatives. The scope of work includes, but is not limited to: 

  • Support data collection and maintenance for monitoring the progress and outputs of activities within Component 3. 
  • Assist the Component 3 team in day-to-day administrative and coordination tasks. 
  • Draft correspondence, meeting agendas, and other supporting materials for various initiatives and events implemented under the Component 3. 
  • Assist in the preparation and organization of events, including national and regional dialogues on policy development, workshops, and networking activities. 
  • Coordinate regular internal and external meetings, including scheduling, logistics, and preparation of minutes. 
  • Draft Terms of Reference for experts and consultants engaged under the Component 3, as well as draft payment approvals and related documentation upon request of the Component 3 Lead. 
  • Support the Component team in preparing information notes, analytical reports, and communication materials. 
  • Conduct desk research, search for and compile required background information to support project activities. 
  • Conduct translation and interpretation from/to English/Ukrainian 
  • Perform other organizational and technical tasks as assigned by the Component Lead to ensure the effective implementation of Component 3 activities 

Qualifications & Skills:

  • Education: University degree in management, economics, sociology, culture or related field. 
  • Experience: At least 3 years of relevant experience preferably in technical assistance projects, international cooperation, or development programmes. 

Skills  

  • Excellent communication, coordination, and organizational skills. 
  • Strong drafting and analytical abilities. 
  • High level of attention to detail and accuracy. 
  • Ability to work effectively in a multicultural environment and meet tight deadlines. 
  • Languages: Fluency in Ukrainian and English (oral and written). 
  • Technical proficiency: Confident user of MS Office (Word, Excel, PowerPoint, Outlook), Teams, Zoom; experience with data collection and analysis tools is an asset

Reporting:

The Project Assistant – Culture, Social Cohesion and Citizen Engagement reports to Component 3 Lead. 

Business travel:

The process of performing the tasks defined by this ToR and the Contract may require occasional business trips to place of residence different from the expert’s place of residence within Ukraine or abroad.
