Фонд Східна Європа оголошує вакансії координатора та фінансово-адміністративного спеціаліста програми EGAP.

E-Democracy Component Coordinator (full-time) for EGAP Program

Under the supervision of Team Leader and Deputy Team Leader, Coordinator is responsible for planning and implementation of the project component aimed to increase citizen participation and policy influencing due to e-democracy mechanisms.

Duties and responsibilities:

  • ensure operational management of EGAP Program E-Democracy Component in compliance with Donor and EEF rules and regulations;
  • coordinate activities of partners within the component;
  • assess the organizational capacity of partners, including programmatic and administrative strength, and provide mentoring and technical assistance;
  • provide monitoring and quality control of the inputs from consultants and subcontractors providing services to the project;
  • oversee development and introduction of e-democracy tools, platforms, applications;
  • maintain relations with civil society actors;
  • ensure proper documentation and codification (knowledge management) of program methodologies and experiences for wide dissemination and institutional memory;
  • arrange and facilitate program events, including meetings, trainings and other activities related to program work plan implementation;
  • collect and manage project related activity data and indicators, keep up respective databases; contribute to program planning and reporting;
  • perform other duties and responsibilities as required.

Qualifications Required:

  • Master’s (or equivalent) degree in Management, IT, Social Sciences, Economics;
  • at least four years of respective experience;
  • good communication skills in Ukrainian, English;
  • understanding of innovative IT tools and knowledge sharing mechanisms;
  • ability to handle multiple projects simultaneously to meet goals and deadlines;
  • good time management and organizational skills;
  • proficiency in MS Office tools, database packages, and web-based management systems.

Financial and Administrative Associate (full-time position) for EGAP Program

Duties and Responsibilities:

  • conduct procurement and logistical arrangements, perform daily procurement actions for the implementation of program activities such as procurement of equipment, goods and services, providing all documents in time and in compliance with EEF procurement procedures and rules;
  • prepare all the necessary documentation for tenders;
  • prepare contracts and keep regular contact with service providers for monitoring of their contracts’ terms at administrative level;
  • perform financial and legal due diligence for contracts;
  • review of contractors’ budgets and financial reports;
  • ensure timely preparation of documentation for reporting on procurement activities;
  • assure proper filing of all procurement related documentation;
  • perform other duties and responsibilities as required.

Requirements:

  • Bachelor’s degree (or equivalent) in finance, accounting or law;
  • at least 2 years of respective experience; proficiency in MS Office tools, database packages, and web-based management systems;
  • knowledge of procurement processes, policies and procedures;
  • strong emphasis on accuracy and detail;
  • ability to handle multiple projects simultaneously to meet goals and deadlines;
  • good time management and organizational skills;
  • experience of work in donor funded project environment;
  • practical knowledge in office administration;
  • fluent Ukrainian; proficiency in English is desirable.
