Deloitte is seeking a qualified candidate to serve as a short-term Consultant on Acute Coronary Syndrome Patient Pathway Development in the Zhytomyr Hospital District in support of the USAID/ Ukaid Health Reform Support (HRS).

Period of Performance: January – March 2021

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Objective

The Consultant will provide short-term technical assistance for the development of the Acute Coronary Syndrome Patient Pathway to effectively implement industry standards and improve access to stenting in the Zhytomyr Hospital District.

Tasks:

The Consultant is expected to join the development of the Acute Coronary Syndrome Patient Pathway in the Zhytomyr Hospital District by:

1. Reviewing and commenting on:

• the orders of the Zhytomyr OSA Health Department (HD) and several key healthcare facilities regulating the provision of relevant care
• the current acute coronary syndrome patient pathway and the amount of care in different healthcare facilities of the Zhytomyr Hospital District
• the analysis of organization of care at acute coronary syndrome in terms of both the analysis of population health indicators and the analysis of the performance of healthcare facilities providing this type of care.

2. Reviewing the bed capacity model for patients with acute coronary syndrome and patients with other cardio-vascular diseases, developed by the USAID Health Reform Support (HRS) for the Zhytomyr Hospital District, and providing recommendations for a network of facilities providing cardiology and reperfusion services, based on the regional context.
3. Developing recommendations on the patient pathway and algorithms of hospitalization which will increase the efficiency of care at acute coronary syndrome and provide barrier-free access to stenting.
4. Presenting these recommendations and agreeing them with a team of experts in cardiology and interventional cardiology, involved by the Zhytomyr OSA HD in the development of the patient pathway.
5. Providing proposals to the draft order of the Zhytomyr OSA HD to improve the delivery of care at acute coronary syndrome in the Zhytomyr Hospital District and approve the related patient pathway.

The Consultant is expected to collaborate with the HRS Consultant in the Zhytomyr Hospital District, as well as with a team of specialists in cardiology and interventional cardiology involved by the Zhytomyr OSA HD in the development of the patient pathway.

The Consultant will contribute to the regular working meetings of experts (zoom meetings) involved in the development of the patient pathway.

The Consultant may also discuss issues related to the development of the patient pathway and the operation of the cardiology service as a whole with the HRS team.

Qualification requirements:

• Medical university degree, specialty in cardiology/interventional cardiology (a degree in health system administration and management will be an asset). Work experience – not less than 5 years.
• Profound knowledge of the Ukraine’s health system with the focus on cardiology and acute coronary syndrome – network of facilities and reperfusion centers, policy framework, principles of organization of treatment and diagnosis process, unified clinical guidelines and patient pathways, existing problems and their root causes, health reform directions.
• Knowledge of international approaches to the organization of care for patients with acute coronary syndrome.
• Knowledge of the principles of developing patient pathways and building patient flows for the delivery of care at acute coronary syndrome, in accordance with the level of care (emergency, primary, secondary (specialized), tertiary (highly specialized).
• Knowledge of approaches to the organization of medical rehabilitation for patients with acute coronary syndrome.
• Experience of developing patient pathways and preparing relevant documents (draft orders of health authorities and/or facilities).
• Experience of analyzing the organization of care at acute coronary syndrome in terms of both the analysis of population health indicators and the analysis of the performance of healthcare facilities providing this type of care.
• Excellent writing and communication skills in Ukrainian.
• PC literacy (Microsoft Office, PowerPoint).
• Ability to be employed as a Private Entrepreneur (single tax payer, 3rd category) is desirable.
