Deloitte is seeking a qualified candidate to serve as a short-term Consultant on Perinatal Care Patient (women, pregnant women, parturient women, postpartum women, newborns, etc.) Pathway Development in the Zhytomyr Hospital District in support of the USAID/ Ukaid Health Reform Support (HRS).

Period of Performance: January – March 2021.

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Objective

The Consultant will provide short-term technical assistance for the development of the Perinatal Care Patient (women, pregnant women, parturient women, postpartum women, newborns, etc.) Pathway to effectively implement the three levels of perinatal care in the Zhytomyr Hospital District based on the regional context.

Tasks:

The Consultant is expected to join the development of the Perinatal Care Patient Pathway in the Zhytomyr Hospital District by:

  1. Reviewing and commenting on:
  • the orders of the Zhytomyr OSA Health Department (HD) and several key healthcare facilities regulating the provision of perinatal care
  • the current patient (women, pregnant women, parturient women, postpartum women, newborns, etc.) pathway and the amount of perinatal care services at different levels and in different healthcare facilities of the Zhytomyr Hospital District
  • indicators of perinatal losses, infant mortality, maternal mortality, severe complications in women and newborns in the Zhytomyr Hospital District.
  1. Reviewing the bed capacity model for pregnant women, parturient women, postpartum women and newborns, developed by the USAID Health Reform Support (HRS) for the Zhytomyr Hospital District, and providing recommendations for a network of perinatal care facilities consisting of three levels of care, based on the regional context.
  2. Developing recommendations on the patient pathway and algorithms of hospitalization based on the degree of perinatal risk and the level of perinatal care delivery.
  3. Presenting these recommendations and agreeing them with a team of experts in obstetrics and gynecology, involved by the Zhytomyr OSA HD in the development of the patient pathway.
  4. Providing proposals to the draft order of the Zhytomyr OSA HD to improve the delivery of perinatal care in the Zhytomyr Hospital District, and approve the perinatal care patient (women, pregnant women, parturient women, postpartum women, newborns, etc.) pathway.

The Consultant is expected to collaborate with the HRS Consultant in the Zhytomyr Hospital District, as well as with a team of specialists in obstetrics and gynecology, involved by the Zhytomyr OSA HD in the development of the patient pathway.

The Consultant will contribute to the regular working meetings of experts (zoom meetings) involved in the development of the patient pathway.

The Consultant may also discuss issues related to the development of the patient pathway and the operation of the obstetrics and gynecology service as a whole with the HRS team.

Qualification requirements:

  • Medical university degree, specialty in obstetrics and gynecology (a degree in health system administration and management will be an asset). Work experience – not less than 5 years.
  • Profound knowledge of the Ukraine’s health system with the focus on perinatal care – network of facilities, policy framework, principles of organization of treatment and diagnosis process, unified clinical guidelines and patient pathways, existing problems and their root causes, health reform directions.
  • Knowledge of international approaches to the organization of perinatal care.
  • Knowledge of the principles of developing patient pathways and building patient flows for maternity care in accordance with the level of perinatal risk, pregnancy stage and course.
  • Experience of developing patient pathways and preparing relevant documents (draft orders of health authorities and/or facilities).
  • Experience of analyzing the organization of perinatal care in terms of the analysis of policy framework, indicators of perinatal losses, infant mortality, maternal mortality, severe complications in women and newborns, and the analysis of the performance of healthcare facilities providing perinatal care.
  • Excellent writing and communication skills in Ukrainian.
  • PC literacy (Microsoft Office, PowerPoint).
  • Ability to be employed as a Private Entrepreneur (single tax payer, 3rd category) is desirable.
