Консультант з питань охорони здоров’я для територіальних громад/Consultant for territorial hromadas on healthcare issues

Deloitte is seeking a qualified candidate to serve as the short-term Consultant for territorial hromadas on healthcare issues in support of  USAID/ Ukaid Health Reform Support (HRS). This is a short-term position. The consultant will work closely with other HRS project staff both in Kyiv and remote staff.

Period of Performance: November 10, 2021 – September 30, 2022

Level of effort: 110 days

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Objective

The Consultant will work under Project’s Objective 1. Improve health sector governance and provide support in the coordination of work with territorial hromadas and the All-Ukrainian OTG Association concerning healthcare issues.

Responsibilities:

• establishing constant communication and interaction with territorial hromadas on health issues, formation, and maintenance of a database of territorial hromadas;
• formation and maintenance of a database of medical institutions based on territorial hromadas principle;
• organization of participation of territorial hromadas representatives in meetings on health issues;
• organization of support to territorial hromadas in addressing health issues;
• formation of generalized lists of requests from communities regarding the need for training / technical assistance for the development of medical services in the territorial hromadas;
• maintaining a professional healthcare network in the messenger (Viber / Telegram group);
• coordination with the office of the All-Ukrainian OTG Association
• coordination of the activities with territorial hromadas within project objectives and streams.

Qualification requirements:

• Bachelor’s or Master’s degree in law, public administration/governance, public health or other related areas;
• Experience in working with territorial gromadas, regional authorities or governmental institutions;
• Experience in coordination of different stakeholders groups;
• Strong communication and negotiation skills;
• Ability to work in a team;
• Excellent planning and time management skills;
• Experience working with USAID projects or other technical assistance projects will be an asset.
