Deloitte is seeking qualified candidates to serve as short-term Consultants to support the USAID Health Reform Support in the development of the roadmap to build a national quality management system in health.
Period of Performance: December 2020 – June 2021
Level of Effort: 60 working days/ 1 Consultant
- Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
- Objective
The Consultant will provide technical expertise for the development of the roadmap to build a national quality management system in health that will help national and regional health authorities to approve policies and improve safety and quality of services for patients.
- Tasks:
- conduct an assessment of existing national policies and legislation related to the quality assurance in health
- provide recommendations for changing existing policies or developing new ones
- conduct a comprehensive analysis of international best practices and WHO recommendations
- identify best international practices that can be applied to the Ukrainian context
- develop recommendations for building quality management system at different levels (facility, local, regional, national)
- revise processes of registration and licensing of health professionals and facilities
- develop criteria for external assessment and certification of health professionals and facilities
- describe functions and criteria of the national independent authority that may govern quality management system in health
- develop the clinical governance framework
- identify key indicators for public reporting and benchmarks
- develop the roadmap to build a national quality management system in health based on conducted analysis and recommendations
- participate in meetings with MOH, NHSU, local authorities and health care providers
- hold regular communication with the HRS regarding abovementioned tasks.
- Qualification requirements:
- Master’s Degree in Health/Health Administration/Management or other related areas
- Understanding of Ukraine’s health system and reform concept
- Knowledge of international best practices of quality management systems in health
- No less than 5 years of experience in Ukraine’s health system or in the international technical assistance projects in health sector
- Experience of work with local health care providers, national and regional health care authorities
- Experience in the development of guidelines, strategies for health
- Excellent organizational skills
- Good writing and communication skills in Ukrainian.
