Deloitte is seeking a qualified candidate to serve as the short-term Consultant on developing and conducting the trainings on medical infrastructure development strategy for regional authorities.

Period of Performance: October 15, 2021 – September 30, 2022

Level of effort: 72 days

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Objective:

The Consultant will work under Project’s Objective 1. Improve health sector governance and provide support in developing and conducting 24 one-day trainings for health facilities’ owners on medical infrastructure development strategy. Each training will be conducted for 5 teams of one oblast. The trainings will be implemented offline with the following online meetings with each team. The training has to build the capacity of the regional authorities, as HCFs owners, in the field of health care strategic planning and leadership and start the elaboration of the health services access navigation system in each region.

Consultant on the training on medical infrastructure development strategy for health facilities’ owners is expected to participate in developing the training curriculum and training materials.

The content of the trainings is expected to cover the following topics:

• Basic concepts and structure of the health care system and the role of owners in the system.
• Basic concepts of strategy.
• Assessment of community healthcare related problems.
• Identification of the priorities and development of the strategy.

Responsibilities:

• Develop a detailed program of the training identifying training topics, their structure, and methods of training.
• Participate in the selection of the participants.
• Develop methodological materials based on the training content: presentations, tasks for course participants, cases for analysis, etc.
• Develop cooperation with stakeholders interested in supporting the activity.
• Cooperate and maintain dialogue with activity’s counterparts.
• Conduct the offline one-day training with a practical workshop session.
• Conduct an online two-hour session a week after training to follow up on the preliminary results of the training.

Qualification requirements:

• Bachelor’s or Master’s degree in law, public administration/governance, or other related areas.
• Experience in working with regional authorities or governmental institutions, in particular conducting training modules or similar events for governmental officials.
• Experience in developing and delivering training modules/educational events.
• Experience in strategy development and implementation in the health care area.
• Strong communication and negotiation skills.
• Ability to work in a team.
• Excellent planning and time management skills.
• Experience working with USAID projects or other technical assistance projects will be an asset.
