Deloitte is seeking resumes of qualified candidates to provide short-term technical assistance (STTA) for the preparation of the Analysis of stakeholders in the field of medical education in Ukraine in support of the USAID Health Reform Support. The position is short-term, the maximum number of working days is 60.

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Objective:

The short-term Consultant shall provide technical assistance for the preparation of the Analysis in order to:

  • identify the role of each stakeholder given their impact on medical education and significance
  • assess their capacity to threaten or support, specifically in the context of the medical education reform
  • identify stakeholders and areas cooperation with which will be most efficient in the context of reform.

Responsibilities:

The Consultant is expected to contribute to the Analysis and work on the following:

  1. Substantiate and make a comprehensive list of stakeholders in the field of medical education, and a list of key informants.
  2. Develop a methodology for justifying approaches to desk review, conduct interviews with stakeholders / key informants / students.
  3. Prepare a desk review (prepare a rapid assessment report based on the available findings of reviews and evaluations, analytical materials, statistics and digests, legislative acts, mapping results, make a list of target groups for Analysis, etc.), in which the role, functions, involvement in the medical education reform of each of the identified stakeholders will be determined.
  4. Develop a toolkit for the Analysis, namely:
  5. questionnaires and scenarios for interviews with identified stakeholders and key informants
  6. questionnaires for on-line surveys with students of medical colleges/universities.
  7. Organize and coordinate interviews with stakeholders / key informants and students.
  8. Make a map of stakeholders in the field of medical education, including substantiating and compiling a list of key stakeholders with a description of their role, impact and significance (to be done throughout the project).
  9. Prepare a final analytical report in Ukrainian on the results of all components of the Analysis, in accordance with the structure agreed with the HRS.

The Consultant will coordinate the efforts of three other Consultants involved in interviewing key informants, stakeholders and in the online survey.

He will also take part in regular working meetings of experts involved in the Analysis and make related presentations on its findings.

Qualification requirements:

  1. University degree in Social Studies, Political Science, Economics or other.
  2. No less than 10 years of experience in organizing and conducting social surveys, including in the field of health care.
  3. Knowledge of Ukraine’s health care system and Ukraine’s medical education.
  4. Experience in writing analytical notes, articles, etc.
  5. Fluent Ukrainian. Fluent English will be a bonus.
  6. PC skills – Microsoft Office, PowerPoint, Excel.
