About TB Europe Coalition (TBEC)

Established in 2009, TBEC is a regional advocacy network of civil society organizations and individuals from across the World Health Organization (WHO) Europe region, comprising Western and Eastern Europe, Caucasus and Central Asia. The network aims to strengthen the role of civil society within the regional response to TB, and ensure political and financial commitments to end TB. Currently TBEC has more than 200 members from more than 30 countries in the region. In 2017, TBEC was registered as a legal entity in the Netherlands to step up its regional and national advocacy, capacity building and support to country-led TB advocacy initiatives. The TBEC Secretariat is located in Kyiv and responsible for the coordination, communication, administration, programmatic and policy management of the network.

Background information on the project:

Supported by USAID and the Global Fund Strategic Initiative to find the Missing People with TB, the Challenge Facility for Civil Society (CFCS) is the Stop TB Partnership grant mechanism for TB affected community and civil society grassroot organizations to transform the TB response so that it promotes and protects human rights and gender equality. Strengthening community and civil society responses is an ethical and programmatic imperative in this pursuit.

On 23 April 2021, the Stop TB Partnership launched the Challenge Facility for Civil Society Round 10 funding. The call for proposals, in alignment with the United Nations Political Declaration on TB and the Global Plan to End TB, is to augment and embed community, rights and gender (CRG) in the TB response for an equitable TB response.

Aim is to enhance civil society and TB affected community coordination and capacity to strategically contribute to UNHLM on TB accountability efforts and meet its targets. Address dimensions of meaningful engagement of civil society and TB affected community in TB response by building capacity as part of a long-term perspective that aims to build communities ready to take action.

Objectives:

Objective 1: To boost and streamline advocacy efforts of civil society and affected communities in EECA for a multisectoral right-based, gender-sensitive and people-centered response to TB in the time of COVID-19 pandemic.

Objective 2: To strengthen the capacity and advocacy potential of civil society and TB-affected communities in high burden TB countries to engage in UNHLM advocacy efforts.

Objective 3: To contribute to the implementation of the effective advocacy and communication campaigns, in coordination and collaboration with WHO Europe and consultations with Stop TB Partnership, to increase UN HLM 2022 accountability efforts.

To accelerate the TB response, UN Member-states inquired WHO to develop a MAF-TB to ensure implementation of the political commitments. WHO finalized and published the MAF-TB in May 2019. In 2020-2021 WHO/Europe started technical collaboration with five countries of the region (Belarus, Moldova, Kazakhstan, Tajikistan and Ukraine) and with TBEC in adaptation and implementation of MAF-TB framework in the national contexts.

Kazakhstan, with the technical and financial support of WHO Europe and TBEC, launched their national MAF-TB with conducting the Baseline Assessment to assess the situation with multisectoral collaboration, coordination, and accountability to TB response. The Assessment was conducted using WHO-developed tool – TB Baseline Assessment Checklist  and three annexes. The National expert supported the national team in data collection and analysis for the Baseline Assessment and development of the Consolidated Report. The next step is developing the National Multisectoral Action plans or National Roadmaps, which is based on the results of the Baseline Assessment and in line with the WHO developed MAF-TB, national Strategic Plan on TB response and global commitments to end TB. The Plan will help to strengthen national accountability and multisectoral coordinated TB response to achieve national and global targets.

The objective of the assignment:

The Consultant under this contract will support the national team in developing the Multisectoral Action plan or National Roadmap for Kazakhstan in coordination and collaboration with WHO Europe, TBEC, NTP Kazakhstan and other key national stakeholders.

The scope of work:

Objective 1. To support the national team with analysis of National TB related strategies, documents and reports based on the desk review of related documents:

-             it should include results of the MAF-TB Baseline assessment Checklist with all annexes, National Strategic Plans on health, and on TB and HIV, and other key sectors plans related to health, relevant national legislation, and other relevant documents/reports.

Objective 2. Development of Multisectoral Action plan/or National Roadmap:

-             Prepare the draft Roadmap/Plan in coordination and collaboration with WHO Europe, TBEC, NTP Kazakhstan and other key national stakeholders, and in accordance with the WHO Regional Office for Europe’s recommended structure;

-             Present the draft for the broad circle of the National stakeholders;

-             Finalize the Roadmap/Plan, accounting for recommendations received through the consultation with the National stakeholders and MAF-TB focal points of the WHO/Europe.

Approach to the assessment:

The approach to the Action Plan/or Roadmap development should be based on coordination and partnership. Consultant to ensure data collection in coordination and agreement with the key national and international partners, including with the MAF-TB focal point of the Ministry of Health and the National TB Program Manager, the National Council on TB and HIV-infection, TB Europe Coalition, and the WHO/Europe MAF-TB focal points.

Expected outcomes:

Objective 1

-             Desk review conducted by end-May2022.

Objective 2

-             The 1st draft of the Multisectoral Action plan/or National Roadmap – by end June 2022

-             Final version of the Multisectoral Action plan/or National Roadmap – by mid-August 2022;

-             Presentation of the Multisectoral Action plan/or National Roadmap in the PowerPoint format – mid-September 2022.

Duration of the assignment:

  • The work is expected to start after signature of the specific agreement for individual consultancy services.
  • The duration of agreement is March 2022 – September 2022.
  • The Consultant will be responsible for the payment of taxes according to the laws of his (her) country of residence.
  • Remuneration will be paid in US Dollars, so consultant shall have a USD bank account

Qualification requirements:

The Consultant should meet the following qualifications:

Experience/Knowledge

  • University degree in medicine or public health – essential.
  • Postgraduate training in TB epidemiology and TB Control Programme – desirable.
  • Minimum two years’ professional experience in the field of TB programme management (and HIV) – essential.
  • Experience in development of strategic plans in the area of health care and TB/or public health – essential.
  • Experience of cooperation with WHO and other international organizations working in public health area – desirable.
  • Understanding of the health care system; challenges and opportunities of TB prevention and control, surveillance and response, monitoring mechanism – essential.
  • Knowledge on the WHO Global and Regional, and Global Fund policies and strategies on TB – essential.
  • Good skills on communication, diplomacy and consensus building and analytical skills – essential.

Languages

  • Excellent writing skills in Russian – essential.
  • Knowledge of English (preferable) 

Conditions:

  1. Individual consultants are invited to submit expression of interest for the consultancy services mentioned above.
  1. TBEC offers the following type of cooperation:
  • Consultancy Agreement with an Individual Consultant/Expert. The Consultant will be responsible for the payment of taxes according to the laws of his(her) country of residence. Remuneration will be paid in US Dollars, so consultant shall have a USD bank account.
  1. The contract will be awarded on the competitive basis to a Consultant/Expert with the highest qualifications and meeting all requirements described in Terms of References (ToR[1]). Consultant will be evaluated based on the qualifications.
  2. Consultancy fee for a given assignment will be based on the cost of the final product and will be negotiated with a Consultant/Expert with the highest evaluation results.
  1. Your expression of interest should contain the following documents:
  • Overview of proposed approach to the assignment, including:
  • CV with proven experience and qualifications (in Eng/Rus, not more than 3 pages).
  • Motivation letter (in Eng/Rus, not more than 3 pages), clearly describing:
  • Existing experience in the area of the proposed assignment
  • Example(s) of previous work that demonstrate capability to complete the assignment.

Failure to meet these requirements will lead to automatic disqualification of application.
