Competitive Economy Program

Chemonics International, a global consulting and international development firm, seeks a Kyiv-based business enabling environment (BEE) team leader for the USAID-funded Competitive Economy Program. This five-year program will encourage startup businesses and small and medium sized enterprises, increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

This position will support the implementation of a broad array of activities which promote an enabling environment in Ukraine that encourages firms to invest and grow. The team leader will design, implement, and monitor activities designed to engage local stakeholders in advancing business climate reforms through the mobilization of local and international expertise, as well as guide advocacy by businesses, industry associations, and NGOs seeking to improve Ukraine’s business enabling environment. In addition, the team leader will work with staff to design and implement interventions advancing sound competition policy and institutions through technical assistance and training to government agencies and the private sector.

 

Specific Tasks and Responsibilities

The BEE team leader will be responsible for the following tasks and responsibilities:

  • Advise project leadership on the strategic direction of BEE activities, oversee planning and timely implementation of interventions outlined in the project work plan, and identify areas of coordination and collaboration with the Government of Ukraine, private sector, NGOs, and other donor projects.
  • Supervise and monitor the performance of technical staff and short-term consultants.
  • Prepare and review technical scopes of work for short-term consultants, grants, or subcontracts related to BEE activities, and oversee assistance to beneficiaries and partners.
  • Support the design and implementation of project-supported BEE assessments at the national and sub-national level.
  • Contribute to dialogue between the Government of Ukraine and non-governmental entities such as think tanks, academia, and private sector representatives to support BEE initiatives.
  • Support the development of project work plans; monitoring and evaluation plans; reports; and other technical deliverables as required.
  • Perform other related tasks as assigned.

 

Qualifications

The BEE team leader should have the following qualifications:

  • Advanced degree in law, economics, or related field.
  • At least 5 years of experience working in Ukraine advising government, non-governmental, and/or donor organizations on BEE reform strategies that promote transparency, fairness, and a level playing field.
  • Experience serving in a leadership role on projects with a relevant scope of work.
  • Demonstrated professional excellence and strong oral and written communication skills.
  • Effective cross-cultural interpersonal skills and demonstrated ability to resolve higher level work and issues with senior host-country counterparts, donor representatives, and senior-level USAID staff.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in Ukrainian and English.
