Reports to: Sr. Evaluation Specialist 

Position Description 

EnCompass LLC is currently seeking a short-term Inclusive Development Analysis Specialist to serve in the capacity of local team lead and be based in Kyiv, Ukraine. We are looking for someone who is experienced in conducting inclusive development analysis within the Ukrainian context. This person must be familiar with assisting in the inclusion of marginalized and underrepresented groups in policies and programming, and able to identify findings within USAID’s inclusive development domains: (1) laws, policies, regulations, and institutional practices, (2) cultural norms and beliefs, (3) gender roles, responsibilities, and time use, (4) access to, and control over, assets and resources, (5) patterns of power and decision making, (6) personal safety and security. 

The team member will work under the leadership of the inclusive development analysis team leader and direct supervision of the UMLS Sr. Evaluation Specialist and in close collaboration with the UMLS team to coordinate and implement inclusive development analysis activities. The team member is responsible for ensuring deliverables are completed on schedule and in accordance with EnCompass and USAID’s quality standards. The UMLS team represented by the Chief of Party holds ultimate responsibility for the quality and completion of all deliverables outlined in this scope of work and will work collaboratively with the team leader to achieve that end.  

Inclusive Development Analysis is expected to be conducted between October 2024 and May 2025. The inception and reporting phases are expected to be conducted remotely; data collection, however, will be conducted in person unless there are security issues restricting access to persons or sites identified in the data collection plan.    

The expected level of effort (LOE, or total available billable days) will be approximately 35 days, subject to change. 

The position is based in Kyiv, Ukraine. The selected candidate will be a member of the inclusive development analysis team led by a team leader along with UMLS’s support and guidance. They are expected to coordinate with the UMLS team and inclusive development analysis team member(s) either by visiting the UMLS office in Kyiv or scheduling online meetings. In addition, this person will conduct local trips for data collection and may work with a data collection subcontractor depending on the primary data collection needs. 

Position Duties and Responsibilities 

  • Leading and overseeing research 
  • Coordinate evidence-based inclusive development analysis to inform both overarching inclusion strategies and the design of effective interventions 
  • Guiding technical experts/colleagues to address/integrate the needs of marginalized populations 
  • Lead primary data collection processes and in-person meetings or workshops with marginalized groups  
  • Contribute to all phases of the analysis (work plan development, desk review, data analysis, report writing, and presentations) and development of data collection instruments 
  • Contribute to developing data collection tools 
  • Coding of interviews 
  • Coding of additional literature 
  • Data analysis summaries 
  • Participate in a Data, Analysis, and Interpretation and Synthesis (DAIS)   
  • Prepare preliminary findings for the UMLS’s internal review 
  • Collaborate on research reports, protocols (including analysis plans), data collection instruments, consent forms, and evaluation products 
  • Attend UMLS’s onboarding/ training on data collection materials and Gender Equality and Social Inclusion 
  • Attend UMLS’s coding and analysis training 
  • Validate analysis design and findings and co-create recommendations with marginalized population stakeholders as well as USAID/Ukraine 
  • Generate specific programmatic recommendations to increase the inclusion of marginalized groups in programming and policies  
  • Creating/improving guidance documents that advance USAID’s Inclusive Development approach; 
  • Work closely and in collaboration with organizations of marginalized groups 
  • Engage with marginalized communities to identify additional deliverables or dissemination strategies, such as facilitated dialogues with government, civil society, or private sector stakeholders 
  • Analyze barriers and opportunities for marginalized and underrepresented groups related to international development in general and USAID development support in particularly 
  • Other duties as assigned 

Position Requirements 

Qualifications  

Academic Qualifications 

  • Minimum of a Bachelor’s degree in a social science, gender studies, or any other relevant major. 

Experience and Skills 

  • At least 5 years of experience in a relevant field (i.e., social sciences, political science, inclusive/intersection development, sociology, human rights, international affairs/relation, public policy/administration, or another relevant subject area). Ideally, this will be applied and/or academic experience supporting marginalized/vulnerable groups, including in sectors such as human rights, conflict mitigation/prevention, public health, general development; advancing policy, programming, training, and research related to inclusion; engaging on Inclusive Development and issues related to marginalized groups.  
  • High level of English proficiency and reporting skills 
  • Experienced in Inclusive Development within the Ukrainian context.  
  • Experience working with USAID is a plus.
